At the wedding of Dr.PK Mishra's son at Airports Authority of India Institute in New Delhi last evening, the talk of the town was about those who were present (and thus seen in the good books) and those who were not present or invited (and thus seen in the not-so-good books). The who's who of government and businesses mingled freely and the hot topic was the upcoming reshuffle of Secretaries. The entire PMO was said to have been in attendance. About 10 vacancies will arise by end-February including those of Secretary, DOPT, and Secretary, Education, and it is expected many from the 1985 batch may be posted. The other key vacancy is of Chairman IRDA by the end of the month. Further, since some key posts of Joint Secretary/ Additional Secretary in the PMO may fall vacant from June to August, hence officials were heard talking about who may get an extension. Lastly, the contest for the post of Cabinet Secretary was seen limited between KD Tripathi, Ms. Rita Teaotia, and Hasmukh Adhia. The consensus was that the matter may be settled by April after the current Parliament session comes to an end. The selection of the new cabinet secretary may finally indicate whether the PM prefers seniority or seniority plus (?).
