A short empanelment list of 1986 batch IAS officers published on 14 June had left most of the officers perplexed. The batch has a strength of 118, but only 32 out of 118 names appeared on the empanelled list which was unexpected. Indianmandarins has learnt that a decision on as many as eight names was deferred in the final stage which rarely happens. A rejection of few names is part of the process but deferring a decision on names is rarely done. Those who did not appear on the list are still perplexed as to why it happened. On July 18, another list of IAS empanelment was issued. Out of six names, only one, Manoj Kumar Parida (IAS:1986:UT), was from 1986 batch and the rest of the five were from 1985 batch. Indianmandarins has reliably learnt that Parida's was among those eight names on which the decision was deferred at the final stage. Those who have been left out from empanelment are wondering about what's going on. All it has triggered the murmuring across services and batches whether the newly inducted method, known as 360, is really working effectively.
