New Delhi (20.07.2024): The CSS Forum is anticipating several pivotal changes that will significantly impact the lives and careers of government employees in the next Union Budged. The next Union Budget will be tabled next week in Parliament by Union Finance Minister Nirmala Sitharaman
The CSS Forum has urged the government to consider the following key points to ensure a more equitable, supportive, and motivating environment for the public servants who diligently serve the nation:
  1. Setting up of 8th Pay Commission: The formation of the 8th Pay Commission is crucial to address the evolving economic landscape and ensure that salaries and allowances of government employees are in line with current inflation and living costs. Regular revision of pay scales is essential for maintaining the financial well-being and morale of the workforce.
  2. Increase in Tax Exemption Limit: Raising the income tax exemption limit is imperative to provide relief to government employees, especially in the context of rising living expenses. This measure will help in enhancing disposable incomes, thereby boosting overall economic activity and ensuring financial stability for families.
  3. Special Provisions for Secretariat Officers: Secretariat officers play a vital role in the functioning of government machinery. Special provisions, including additional allowances and benefits, are necessary to recognize their contributions and to ensure they are adequately compensated for their demanding roles and responsibilities.
  4. Restoration of the Old Pension Scheme: The old pension scheme offered a sense of security and stability to government employees post-retirement. Restoring this scheme will not only benefit the retirees but also act as a significant motivator for current employees, ensuring they feel valued and secure in their long-term career prospects.
  5. Increase of Coverage of CGEGIS: The current coverage of the Central Government Employees Group Insurance Scheme (CGEGIS) at 60,000 and 1.2 lakh is grossly inadequate. We propose increasing the coverage to at least one crore for all government employees. This enhancement is necessary to provide sufficient financial protection and support to the families of employees in unforeseen circumstances.
“The CSS Forum believes that addressing these points in the upcoming budget will greatly contribute to the welfare and motivation of government employees, fostering a more dedicated and efficient public service sector. We look forward to positive announcements that reflect the government's commitment to the well-being of its workforce,” the forum added.
