Thiruvananthapuram (06.05.2025): The Kerala government has enacted transfer and posting of 11 Additional Chief Secretary rank officers. The names and new assignments of these officers are as follows:
- Bishwanath Sinha (IAS: 1992: KL), Additional Chief Secretary, Home and Vigilance Department, will hold the full additional charge of Forest and Wildlife Department besides other existing charges.
- K R Jyothilal (IAS: 1993: KL), Additional Chief Secretary, General Administration Department, has been posted as Additional Chief Secretary, Finance Department with additional charges of Taxes, Public Procurement Advisory, Planning and Economic Affairs (RKI) Departments and Chief Executive Officer (CEO), Rebuild Kerala Initiative.
- Puneet Kumar (IAS: 1993: KL), Additional Chief Secretary, Personnel and Administrative Reforms Department, has been posted as Additional Chief Secretary, Local Self Government Department with additional charges of Scheduled Castes and Scheduled Tribes Development, Backward Classes Development and Power Departments.
- Dr Rajan N Khobragade (IAS: 1993: KL), Additional Chief Secretary, Health and Family Welfare Department, will hold the full additional charges of Personnel and Administrative Reforms Department and Personnel and Administrative Reforms (Official Language) Department besides other existing charges.
- K Biju (IAS: 2006: KL), Secretary, Public Works Department, will hold the full additional charges of General Administration and Transport (Aviation, Metro and Railway) Departments besides existing charges.
- Keshvendra Kumar (IAS: 2008: KL), Secretary, Local Self Government Department, has been posted as Secretary, Finance (Expenditure) Department.
- Dr A Kowsigan (IAS: 2009: KL), Commissioner for Land Revenue, will hold the full additional charge of Sainik Welfare Department. He will also hold the full additional charges of Commissioner, Guruvayur and Koodalmanikyam Devaswoms besides other existing charges.
- The service of Mir Mohammed Ali (IAS: 2011: KL), Managing Director, Kerala State Industrial Development Corporation, has been placed at the disposal of Power Department for being appointed as Chairman & Managing Director, Kerala State Electricity Board Limited. He will hold the full additional charges of Managing Director, Kerala State Industrial Development Corporation and Special Secretary, Power Department.
- Jeevan Babu (IAS: 2011: KL), Managing Director, Kerala Water Authority, will hold the full additional charge of Mission Director Resilient Kerala for Additional Finance Programme (Coastal Protection) along with the proposed Project for Coastal Conservation from Asian Development Bank besides other exiting charges.
- Dr Adeela Abdulla (IAS: 2012: KL), Special Secretary, Social Justice Department, will hold full additional charge of Special Secretary, Local Self Government Department besides existing charges. He is relieved from the charge of Woman and Child Development Department.
- Dr Chithra S (IAS: 2014: KL), Additional Secretary, Finance (Expenditure) Department, has been posted as Additional Secretary & Officer on Special Duty, Local Self Government Department. She will hold the additional charges of Principal Director, Local Self Government Department and Additional Secretary, Local Self Government (Waste Management) Department.
