Kerala bureaucratic rejig: Mehta will be new Chief Secretary

The state cabinet on Wednesday, 27 May undergoes the major bureaucratic reshuffle Senior bureaucrat Dr Vishwas Mehta (IAS:1986:KL) has been appointed as the new Chief Secretary (CS) of Kerala. Mehta will succeed Tom Jose (IAS:1984:KL) retiring this month-end. Mehta will assume office on June Reportedly, the Kerala Govt followed the seniority list while appointing the CS and Home secretary.

In addition, V Venu (IAS:1990:KL) has been appointed as a Secretary, State Planning Board whereas A Jayathilak (IAS:1991:KL) has been made Revenue Secretary.

Further, several district collectors have also been reshuffled;  Thiruvananthapuram District Collector Gopalakrishnan (IAS:2013:KL) has been appointed as Malappuram District Collector. Navjot Khosa (IAS:2012:KL) will be the new Collector of Thiruvananthapuram.

IAS officer Sriram Venkitaraman reinstated in service

Due to unprecedented situation arising due to corona outbreak in the country, the 2013 batch IAS officer Sriram Venkitaraman has been reinstated in the state services. Earlier he was suspended by the government due to his involvment in the controversial issue of drunken driving accident case in which the journalist K M Basheer died in Thiruvananthapuram in August 2019. Though no formal order has been issued by the state government, he has been reinstated as the joint secretary in the department of Health and Social Justice. Venkitararam has requested so many times to the government to reinstate him in service as per provisions of All India Service 1996.  In January Venkitaraman's reinstatement was put on hold by the chief secretary Tom Jose (the committee head) after criticism from various corners.

Kerala ACS to appear in court in a contempt case

Kerala additional CS TK Jose has been directed to appear before the Kerala HC on August 20 in a contempt of court case. Jose has reportedly made some defamatory comment against the judiciary in the Panampilly Nagar commercialization case.

 

Following the publication of Jose's comments,Justice V Chitambaresh directed additional chief secretary TK Jose to appear personally before the court to explain his remarks against the Judge.

Kerala CS earns state cabinet's displeasure

Kerala chief secretary Tom Jose has attracted harsh criticism from the state cabinet for not issuing the order for executing the agriculture package, including the moratorium, for all farm loans availed till December 31.

 

Chief minister Pinarayi Vijayan has also expressed his displeasure with the CS who didn't follow the instruction even after the revenue minister E Chandrasekharan gave the nod before the election code of conduct kicked in.

 

The cabinet is said to have rejected the explanation of the chief secretary in this regard and instructed him to take immediate action to execute the farm package including moratorium.

 

The chief secretary and revenue principal secretary had clarified to the cabinet that the instruction of the agriculture department including the raising of loan relief was against the election code of conduct. Jose also pointed out that the moratorium was applicable for farm loans till October and farmers must not worry.
