Chief Election Commissioner for 2024?

The President of India is reported to have accepted the resignation tendered by the Election Commissioner Ashok Lavasa (Retd IAS:1980:HY) with effect from Aug 31 following which the appointment of the new Election Commissioner is expected in a couple of days. Lavasa is set to proceed as Vice Chairman, Asian Development Bank (ADB).

Amid the unfolding scenario, the incumbent Union Revenue Secretary Ajay Bhushan Pandey (IAS:1985:MH) is said to have been the frontrunner for the post but there are other contenders as well. Pandey would complete the superannuation age in February next year. In case he becomes CE he will have a tenure up to February 2025. On the other hand, it is believed that Pandey may get a key assignment in the World Bank. 

It is further understood that whosoever is appointed as EC will be the Chief Election Commissioner during 2024 Lok Sabha polls.

The incumbent Chief Election Commissioner (CEC) Sunil Arora’s (Retd IAS:1980:RJ) tenure is ending April next year following which Sushil Chandra would replace him as the next CEC. Chandra’s term would end in May 2022. As the second senior-most EC in May 2022, next to Sushil Chandra (Retd IRS IT:1980), would be the next CEC in 2024.  

It may be interesting to watch who next; Ajay Bhushan Pandey or 'someone else'.

Mody replaces Chandra as Chairman CBDT

Following the appointment of Sushil Chandra as Member, CEC the NaMo administration, on Thursday late evening, appointed Pramod Chandra Mody (IRS IT:1982) as new Chairman of Central Board of Direct Taxes (CBDT).


Aditya Vikram and P C Mody were, on 07 August2018, appointed Member, CBDT. Mody served as Member (Administration) in CBDT.

 

It may be mentioned that Sushil Chandra had been holding the additional charge of Member (Investigation) post since long. It is assumed that the newly appointed Chairman Mody will hold the charge of Investigation wing.

As Indianmandarins had reported earlier Sushil Chandra (IRS IT:1980) is all set to be appointed Election Commissioner in Central Election Commission. Reportedly, the appointment orders may be issued by evening today. Chandra’s extended tenure of re-employment as CBDT Chairman is completing May this year the the outgoing NaMo Govt is all set to clear his appointment ahead of 2019 LS polls. He was re-appointed CBDT Chairman in May 2017 immediately after his retirement.

Interim budget without FM Arun Jaitley?

Expenditure Secretary AN Jha's service was extended for a period of one month beginning 31 Jan 2019 to take care of the budget in the absence of FM Arun Jaitley who is, reportedly, US for health-treatment and may not be back at the time of the budget presentation.

 

It is pointed out that it wasn't sheer coincidence that Jha's extension and Jaitley's departure took place on the same day.


Further, it was expected that the NaMo administration may appoint Sushil Chandra (CBDT Chairman) as a Member of the CEC but that also seems to have been put on the backburner because of Jaitley's health condition. 

 

In recent years, Jaitley has emerged as a trouble-shooter for the Govt. Be it demonetization, CBI, GST, Rafael, RS debate, he functioned as the most credible defender of the Govt.

Amid the pending appointments for three posts of Member in CBDT, senior Indian Revenue Service officers are confident enough that Member Investigation (CBDT) post will remain vacant until Sushil Chandra’s tenure would end up May next year. Though, it is widely believed that Chandra may be appointed to Central Election Commission as Member next month.    


The charge of I-T investigations, usually, is handled by a separate Member in the Central Board of Direct Taxes (CBDT) and there have been only few instances in the past when the CBDT chief holds this responsibility in an additional capacity. But following the retirement of Gopal Mukherjee in February this year the additional charge of the post is attached with CBDT Chairman Sushil Chandra.
