Maha legislative council poll on May 21, respite for Thackeray

In view of the possible constitutional crisis, the ECI has decided to hold elections for nine vacant Maharashtra Legislative Council seats on May 21. Chief minister Uddhav Thackeray needs to get elected from one of these seats by May 28 to retain his post as the CM.

The 288-members of the Assembly will vote to elect the members to the upper house. The ECI has decided to hold the election on May 21. Normally, the counting is done on the same day. The results will also be declared then.

Political parties including Shiv Sena, NCP and Congress had written to ECI requesting to hold elections. The chief secretary assured that the situation was under control. MHA and health ministry guidelines will be followed and all necessary precautions will be taken to ensure the conduct of the polls.

Success has many takers while failure is an orphan so is the case with Bhilwara Model which has been so successful in curbing the spread of Covid-19 in a hotspot that even central government has asked other states to replicate its mantra of ruthless containment. However, Bhilwara’s 56-year-old district magistrate Rajendra Bhatt in charge of implementing the plan has been humble enough in giving credit to all and the man who is actually responsible and credited with its conceptualization, is still cautious about declaring victory as yet and work unfinished.

He is of the view that it is too early and there is a need to wait until May 1 to be sure that virus is completely eliminated. Three cycles of isolation, testing and quarantining should be complete before claiming victory.

Bhilwara in Rajasthan had become one of the hotspots of the Covid-19 outbreak with 27 positive cases and two deaths. But strategy adopted by the district administration has ensured that Bhilwara has not registered any new Covid-19 cases in 10 days, and chief secretaries of all states are now seeking to emulate it.

Bhatt claimed the success was no rocket science. District administration got full cooperation from the state government. When the district administration asked to get borders sealed, the government did it immediately. The Epidemic Act was imposed immediately giving the DM all the powers to take over hospitals, hotels, etc. So, it was a joint effort. But Bhatt credits his superiors and subordinates for the joint effort.

The Nagaland Government on Wednesday effected a relatively small bureaucratic regig wherein three senior IAS officers were transferred and posted in key positions. 

Jan-e-Alam (IAS:1991:NL) was posted as Additional Chief Secretary, Chief Minister's Office and Development Commissioner, Nagaland. Further Sentiyanger Imchen (IAS) and Kevileno Angami (IAS) were also given posting.

CAT voids charges against Thomas; directs his reinstatement

Kerala's suspended DGP Jacob Thomas may have to be reinstated unless the LDF Government appeals in the higher courts against a verdict of the central administrative tribunal's Ernakulam bench that has termed the 20-month old suspension order as void.

The tribunal held that suspension can't be used as punishment because its limited objective is to ensure that an employee can't influence an inquiry while it's on.

But Thomas was suspended twice. He has been out of service since December 19, 2017, and is left with only a year’s service before retirement.

Thomas was first suspended for having allegedly criticized the state government and publication of books without permission. The second time he was suspended for his alleged role in purchasing supposedly costly dredging equipment during 2010-11 as the Director of Ports.

The CAT found - as the Vigilance did earlier - that both charges were untenable and that Thomas' undesirable suspension in defiance of the facts of the case did no credit to the state government.

Kerala ACS to appear in court in a contempt case

Kerala additional CS TK Jose has been directed to appear before the Kerala HC on August 20 in a contempt of court case. Jose has reportedly made some defamatory comment against the judiciary in the Panampilly Nagar commercialization case.

 

Following the publication of Jose's comments,Justice V Chitambaresh directed additional chief secretary TK Jose to appear personally before the court to explain his remarks against the Judge.

A 1985 batch officer and MP's Additional Chief Secretary, Iqbal Singh Bains, has been posted as the Chairman Revenue Board, Gwalior. He is replaced by another ACS, Ms. Saleena Singh of the 1986 batch, to look after the board of secondary education.

Further, CM Kamal Natha has appointed the 1996 batch IAS Faiz Ahmed Kidwai as his Secretary with the additional charge of Commissioner Tourism and MD of the state Tourism Development Board.

Principal secretary Ashok Kumar Saha of the 1990 batch IAS, has been given the additional charge of Director of Tribal Research and Development Institute.

Principal secretary tourism and OSD-cum-Commissioner Tourism and MD MP Tourism Development Board Hari Ranjan Rao of the 1994 batch is put in charge of higher education.

Maha IPS reshuffle

Maharashtra-cadre IPS officers Vikram Deshmane and Vinaykumar Rathod have been transferred to the state Anti-Terrorism Squad (ATS). Their transfer is part of the large scale reshuffle of IPS officers of the state before the state assembly elections.

Namrata Patil has been put in charge of Coastal Security State Intelligence Department as DCP. Rupali Ambure is made the SP of SPU in charge of Governor's security. 

Among other officers transferred are Chandar Kishore Meena, Pranay Ashok, Ankit Goyal, Ranjan Sharma, Somnath Gharge, Mohan Dahikar, Shrikant Paropkar, D S Swami, and Nandkumar Thakur.

Pravin Patil will now head crime branch of Navi Mumbai Police. Earlier, he was the chief security officer of Vidhan Bhavan Security.

Abhishek Trimukhe is moved to the state police headquarters as an Assistant Inspector General of Police (Planning and Coordination) from the post of DCP (Zone I) in Mumbai,

The list also includes the names of IPS officers Vinita Sahu, Hari Balaji N, Harsh Poddar, Amogh Gaonkar as SP of Akola district, Pandit Kamlakar, and Mangesh Shinde. Rajkumar Shinde and Smartna Patil have been shifted to Thane city police as DCPs.
