BJP to train its MPs on public speaking, ideology in a two day camp

New Delhi: To tell its lawmakers how to behave, the ruling party at the Centre -- Bharatiya Janata Party (BJP) -- has planned a two-day training camp in the Balayogi Auditorium in New Delhi on August 3-4, 2019. Every member of Parliament of the BJP from both the houses will have to compulsory show up at the event to be addressed by Prime Minister Narendra Modi along with many other senior leaders.

The BJP leaders are of the view that this is an attempt of the saffron outfit to train and sensitise all its 381 members of Parliament on the issues related to parliamentary practice, debates, party ideology, public speech, handling media and even the internal issues of the party.

The meeting is important because of the fact that training session would give clarity to the BJP MPs on ideological issues which is important for the BJP. They will also be told not to speak out of turn and on such subjects that they are not well equipped with. The meeting will not only attended by Prime Minister Narendra Modi on both days but he is likely to speak at the event as well.

Sources in the BJP said that the meeting will also be addressed by speakers not only from the BJP but outside the party as well on specialized subjects. Besides the PM and Union Home minister Amit Shah, there is a possibility that party general secretary and in-charge of BJP training cell Muralidhar Rao might also address it. All the MPs have been asked to attend this meeting without a miss. Actually the BJP wants to pull string on some of motor mouths in the party by telling them how to speak saving the party from any unnecessary controversy and embarrassment due to some of its own leaders.

Sources further informed that this is a hectic meeting that would start at 9 am and would finish at 9 pm. MPs will get breakfast, lunch and dinner at the venue itself. Training cell of the BJP has major role to play in it as it is continuously doing the same but at smaller level. It will take up many issues including etiquette and how to deal with media which is a major concern of the party.

Sources are not ready to divulge any further detail about the programme but the purpose of the entire exercise is to ensure that certain basic things are required for a MP, minister and people having organizational responsibilities.

Rashtriya Swayamsevak Sangh (RSS) too keeps on doing such training camps for its workers but this would be the first such event when all BJP MPs will be participating in such a mega event that is dubbed as (Abhyas Varg).

Girraj Prasad Gupta (ICAS:1983) took over as the Controller General of Accounts (CGA) in national capital here today. Earlier, the Government of India had appointed as the Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance w.e.f. 01.08.2019.

Gupta has vast and rich experience in the government at the Centre. He worked at higher positions in the Central Board of Direct Taxes (CBDT), Ministry of Rural development, and Ministry of Finance.

He also worked as the Director of National Institute of Financial Management (NIFM), Faridabad. As Additional Controller General of Accounts, he is highly credited for his work in development and implementation of Public Financial Management System (PFMS), a backbone IT infrastructure for Direct Benefit Transfer (DBT) and other financial management modules in Government of India. Mr. Gupta also worked as Director (Finance) on the joint venture mega hydel power project in Bhutan.

Their tenure will be co-terminus with the term of Prime Minister. Both were also accorded Cabinet Minister rank.

The Appointments Committee of the Cabinet appointed Sanjiv Arora (IFS:1984) to the post of Secretary, Consular, Passport, Visa & Overseas Indian Affairs (CPV&OIA) in the External Affairs Ministry. Presently, Sanjiv Arora serves is Ambassador in Lebanon.  

 

Arora will take over from Dnyaneshwar Mulay (IFS:1983) on 01 February 2019. It may be mentioned that the NaMo administration had, on 10 September 2018, given Mulay a fresh lease of career by re-appointing him on contract basis from December 1, 2018 to January 31, 2019.

The flop show on critical government appointments continues to haunt the administration and run down the economy.

 

The PESB has lost its edge for want of a Chairman and two members. At present, it is left with a single member, Madhusudan Prasad (Retd IAS:1980: HY).

 

Therefore, following the completion of fixed tenure of Ms. Gauri Kumar (Retd IAS:1979: GJ) on September 28, the selection of Board-level positions for PSEs has come to a standstill threatening production and productivity in several PSUs.

 

Further, the Competition Commission of India is awaiting its new Chairman. A Member post is, too, falling vacant next month vice Sudhir Mittal (Retd IAS:1981: PB).


Even the food regulator FSSAI is headless. Further, over a dozen senior posts are lying vacant in CBI. The government's breadwinner, CBDT, has been working through depleted strength for months. Four posts, out of seven, have been lying vacant there.

 

Similarly, there are only six Information Commissioners (ICs) working in the CIC against a sanctioned strength of 10.

Union Minister Nitin Gadkari on Tuesday called on WAPCOS, a Mini Ratna-I public sector enterprise to work in the direction of Mass Rapid Transportation System as it was the need-of-the-hour. Addressing a gathering on WAPCOS' 50th foundation day in New Delhi, Gadkari said that the firm should "enter more deeply into the infrastructure sector." He heaped praises on the consultancy firm for its "huge" success in the field of water resources, power and irrigation in India and 46 foreign countries of Asia, Africa and Latin America. "WAPCOS has shown how a combination of good technology and reasonable and low cost can yield positive results," the Union Minister said. He added that developing world today needs more economically-viable technology. In this context, he also informed the gathering that his ministry is planning to use solar power for desalinization of sea water. In 2017-18, WAPCOS achieved the highest ever gross income of Rs 1110 crore. Earlier, at the function, firm's CMD R K Gupta presented highest ever interim dividend of Rs 50 crore to Union Minister Gadkari. In the last 8 years, the consultancy firm's profitability has grown over 75 per cent, from Rs 102.52 crore in 2013-14 to Rs 180 crore in 2017-18. Minister of State in the Ministry of Water Resources, River Development and Ganga Rejuvenation Arjun Meghwal and Dr Satya Pal Singh were also present on the occasion along with ambassadors and high commissioners of several countries, including Tanzania, Rawanda, Senegal, Angola, Mozambique, Nepal, Bhutan, Afghanistan, Cambodia, Laos, Mongolia and others. Speaking on the occasion, MoS Meghwal said he was delighted to see WAPCOS growing into a "true" multinational company with footprints across the globe. He commended the company for successfully undertaking some of the most challenging projects in inhospitable circumstances around the world like Afghan-India Friendship (Salma) dam project. He expressed hope that WAPCOS would soon become a "Navratna" organization from "Mini Ratna". Dr Satyapal Singh and WAPCOS CMD R K Gupta also spoke on the occasion.
