Abhay appointed Director, National Police Academy: Order may be revised soon

The NaMo administration on Thursday appointed Abhay (IPS:1986:OR) as Director, Sardar Vallabhbhai Patel National Police Academy for a combined tenure upto his retirement on June 30, 2021. Presently, he is DG, Narcotics Control Bureau at ADG level.


The orders issued today mentions that Director, SVPNPA post was downgraded to ADG level which was in consonance with the proposal dated 19.06.2019; five days prior to his empanelment to hold DG level post. 


Indianmandarins has reliably learnt that NaMo administration may shortly revise its order and upgrade the post to Director General level.

Home Secretary inaugurated 6th ILO Conference- 2019 at CBI Hqrs

The Union Home Secretary Rajiv Gauba on Thursday inaugurated the two day, 6th Interpol Liaison Officers Conference at CBI (HQ) in New Delhi. It is being organised by CBI which is the National Central Bureau (NCB) of India and represents India in the Interpol.

 

ILO conferences are being organised by the IPCU of CBI since 2003. Five Conferences have been organised so far. Around 37 Interpol Liaison Officers (ILOs), including ADGPs, IGPs, Joint CPs, Directors, Additional Directors, Joint Directors, DIGs and SPs from states, Union Territories and other law enforcement agencies are attending the conference.

 

During his address Gauba underlined that while the term “Globalization” is normally used in the context of economics – trade liberalisation and foreign investments crime has also become globalised and therefore law enforcement agencies were required to constantly update their knowledge about the functioning of the Interpol and its data-bases and how to use them effectively. He added that the digital revolution has equipped criminals to move funds across borders making it a dangerous confluence of financial globalisation.

 

He further emphasized that in the midst of the digital revolution, law enforcement agencies have realised that they cannot operate in silos. In the scenario of seamless internet and easy mobility, there is an urgent need for real time sharing of information and greater mutual coordination amongst law enforcement agencies, in order to optimize their responses.

 

Gauba also observed that during its 53 years as the designated National Central Bureau of India, the CBI being the window of Interpol to Indian agencies has acquired considerable domain expertise in use of Interpol tools and database.

 

CBI being the National Central Bureau-India (International Police Cooperation Unit) is coordinating with Indian law enforcement agencies and assisting them in matters of International Police Cooperation. For coordinating with state law enforcement agencies, Interpol Liaison Officers (ILOs) have been designated as contact points.

 

The two day Interpol Liaison Officers Conference will discuss extradition; Interpol's Operational Databases-Data management and search tools and Interpol Notices System including RPD/Red Notice.

 

CBI Director Rishi Kumar Shukla said that the aim of the conference is to familiarise and update Interpol Liaison Officers about the functioning and capabilities of the Interpol and a platform to share experiences.

As Indianmandarins had reported first the NaMo administration cleared the appointment of Mrs B. Radhika (IPS:1989:OR) and Rajesh Nandan Srivastava(IRS C&CE:1992) to the posts of Deputy Director General (DDG), Narcotics Control Bureau (NCB).

Reportedly, ACC is expected to ratify the appointment in a couple of days.

Ms Radhika was in December 2014 appointed Additional Secretary in Central Vigilance Commission and later she had repatriated to cadre state of Odisha. Currently she serves as ADG, State Police Hqrs.

Indianmandarins has reliably learnt that Rajesh Nandan Srivastava (IRS C&CE:1993) may soon be appointed to the post of Deputy Director General, Narcotics Control Bureau. Of five DDG posts three are currently vacant. Two posts are expected to be filled shortly whereas fifth post has recently been advertised.


Reportedly, ACC is expected to ratify the appointment in a couple of days. Currently, Srivastava serves as Commissioner, Customs (Import) ICD, Tughlakabad. He also served as ADG, National Academy of Customs, Excise & Narcotics. During his previous stint with Department of Revenue as Director (Narcotics Control) he contributed most to the amendment of the Narcotic Drugs and Psychotropic Substances (NDPS) Act of India. In 2015, he was conferred the Presidential Award for Specially Distinguished Record of Service.
