NHAI: Search Committee met to fill 03 posts of Member

Indianmandarins has reliably learned that the seven-member Search Committee for NHAI interviewed candidates to fill three posts of Member (Private Public Partnership), Member (Projects) and Member (Technical). The interviews were reportedly held at the Cabinet Secretariat.

 

Reportedly, 18 candidates had applied for the post of Member (PPP) whereas 19 candidates for Member (Technical) and 14 candidates for Member (Project). It may be mentioned that Member (PPP) post fell vacant months back following the repatriation of Neeraj Verma (IAS:1995:AM). The post of Member (Project) fell vacant following the repatriation (on completion of tenure) of Anand Kumar Singh last month whereas D O Tawade, Member (Technical) will complete his tenure May this year.

 

The Search Committee for NHAI is comprised of Cabinet Secretary P K Sinha, DoPT Secretary C Chandramauli (IAS:1985:TN), MoRTH Secretary Y S Malik (IAS:1983:HY), DEA Secretary S C Garg (IAS:1983:RJ), newly appointed NHAI Chairman N agendra Nath Sinha (IAS:1987:JH), IIM (Ahmedabad) Director Prof Errol D’ Souza and NABARD Chairman Harsh Kumar Bhanwala.

 

As per the established norms, the minutes of the meeting and recommended names will be sent to the Appointments Committee of the Cabinet for ratification. Reportedly, the final results are expected to be out by the third week of this month.

Following the announcement of his successor, Yudhvir Singh Malik (IAS:1983:HY), the outgoing Union Secretary, Ministry of Road Transport & Highways, is reportedly planning to engage himself in farming after his retirement on 31 March 2019. It is said that YSM’s public posturing might be part of a move to show his unwillingness for any post-retirement assignment.

 

Many of his colleagues who know him closely don't take him at his face value because of his proximity to the center of power. In power corridors, it is often narrated how YSM entered into a heated argument with one of his batchmates during a Video Conferencing in the presence of the top authority. Reportedly, this didn't impact his credentials.

 

Insiders say that despite his commitment to abstain from accepting any post-retirement assignment, Hasmukh Adhia (IAS:1981:GJ) on March 01, 2019 appointed Part-time Non-Official Director and Non-Executive Chairman on the Board of Directors of Bank of Baroda for a period of three years. It's likely that YSM may follow the same path if he doesn't get lured by a career in farming.

MoRTH’s Tripura-Manipur connection: Coincidence or more than coincidence

After the appointment of Sanjeev Ranjan (IAS:1985:TR) as the new OSD of the Ministry of Road Transport & Highways, many senior civil servants have come to see MoRTH’s & NHAI’s North-East connection as more than a coincidence. 

 

Following his appointment as the OSD in MoRTH on 03 March 2019, Ranjan in a matter of 23 days will be taking over from Y S Malik as new Secretary, MoRTH. This post was earlier held by Manipur-Tripura cadre IAS officer Vijay Kumar Chhibber (IAS:1982:WB) and later by Sanjay Mitra (IAS:1982:WB).

 

Like Ranjan headed NHAI as its regular Chairman, Chhibber, too, had headed the infrastructure arm as a stopgap arrangement for a few months. It may be worth underlining that even though Chhibber retired long back, his services later availed by the center through his appointment as an adviser to BJP Govt of Tripura; though Chhibber resigned later last year.

Shambhu Singh tipped as NHAI Chairman?

Indianmandarins has reliably learnt that Shambhu Singh (lAS:1986:MN) may be appointed Chairman, National Highway Authority (NHAI), a post which fell vacant due to the repatriation of Deepak Kumar (IAS:1984:BH) in May this year.

 
At present, secretary in MoRTH Y S Mallik (IAS:1983:HY) is holding the additional charge of Chairman, NHAI whereas Shambhu Singh has been serving with the Ministry of Road Transport & Highways as Additional Secretary and Financial Adviser since March this year. Singh was on 19 July empanelled to hold Secretary Equivalent post in Govt of India.
 
The position of NHAI chairman is crucial as the country has a huge target of roads and highways’ construction and maintenance. But at least three chairmen have been changed within a span of thirty-three moths. As per rule, NHAI chairman should get three years fixed tenure.
