Major JS level appointments cleared: 31 officers on the list

The Appointments Committee of the Cabinet on Monday cleared the appointment of 31 Joint Secretary level appointments as follows:

  1. Bharat H Khera (lAS:1995:HP) appointed as Joint Secretary, Cabinet Secretariat, from the date of assumption of the charge of the post, for a combined tenure of seven years i.e. upto 17.11.2021. He replaces Chandra Shekhar Kumar (IAS:1992:OR).
  2. Vimalendra Anand Patwardhan (IA&AS:1996) appointed as Joint Secretary & Financial Adviser (JS&FA), Ministry of Civil Aviation for a combined tenure of seven years i.e. upto 25.10.2022. He replaces Arun Kumar (lAS:1989:HY).
  3. Nagaraju Maddirala (lAS:1993:TR) appointed as Joint Secretary, Ministry of Coal for a tenure of five years. Nagaraju replaces Ashish Upadhyay (lAS:1989:MP)
  4. S Suresh Kumar (lAS:2000:AP) appointed as Joint Secretary, Department of Commerce for a combined tenure of seven years i.e. upto 23.07.2021. He replaces  Rajneesh (lAS:1997:HP).
  5. Vineet Mathur (IPoS:1994) appointed as Joint Secretary, Department of Consumer Affairs for a tenure of five years by upgrading a vacant post of Director and to be adjusted against the next likely vacancy of JS in the department.
  6. Ms. Sanjukta Mudgal (IFS:1990:MP) appointed as Joint Secretary, Ministry of Culture for a tenure upto her superannuation on 31.03.2024. She replaces Pranav Khullar (IP&TA&FS:1993).
  7. Puneet Agarwal (lAS:1998:TR)  appointed as Joint Secretary, Department of Defence Production for an overall tenure of five years i.e. upto 24.10.2021. He replaces  Shantanu (lAS:1997:TR).
  8. Vishal Gagan (lAS:1998:OR) appointed as Joint Secretary, Department of Defence for a tenure of five years. He replaces Bharat H Khera (lAS:1995:HP). 
  9. Subodh Kumar Singh (lAS:1997:CG) appointed as Joint Secretary, Department of Food & Public Distribution for a tenure of five years. He replaces Suresh Kumar Vashist (IAS:1998:OR).
  10. Nipun Vinayak (lAS:2001:MH) appointed as Joint Secretary, Department of Health & Family Welfare for a tenure of five years. He replaces Sudhansh Pant (lAS:1991:RJ)
  11. Ms. Padmaja Singh (CSS) appointed as Joint Secretary, Department of Health & Family Welfare for a tenure upto her superannuation on 31.10.2024. She replaces  Ms Vandana Gurnani (lAS:1991:KN).
  12. Chandra Shekhar Kumar (lAS:1992:OR) appointed as Joint Secretary, Department of Higher Education for an overall tenure of five years i.e. upto 29.01.2024 by upgrading a vacant post of Director in the Department and to be adjusted against the next likely vacancy of JS in the department.
  13. Ashok Kumar Parmar (lAS:1992:JK) appointed as Advisor (JS level), Inter State Council Secretariat under the Ministry of Home Affairs for an overall tenure of five years i.e. upto 22.03.2022 by downgrading a vacant post of Advisor, vice R Rajagopal (IAS:1984:TN).
  14. Ashutosh Agnihotri (lAS:1999:AM) appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years. He replaces S C L Das (lAS:1992:UT).
  15. Pravash Prashun Pandey (IRPS:1992) appointed as Joint Secretary, Department of Justice for a tenure of five years. He replaces Sadanand Vasant Date (IPS:1990:MH).
  16. Shantanu (lAS:1997:TR) appointed as Joint Secretary, Department of Military Affairs for an overall tenure of five years i.e. upto 27.03.2024.
  17. Rajeev Singh Thakur (lAS:1995:RJ) appointed as Joint Secretary, Department of Military Affairs for an overall tenure of five years i.e. upto 03.12.2022.
  18. R K Khandelwal (lAS:1989:BH) appointed as Joint Secretary, National Human Rights Commission (NHRC) under the Ministry of Home Affairs for an overall tenure of five years i.e. upto 20.09.2022. He replaces Dilip Kumar (lAS:1995:PB).
  19. Ms. Meenakshi Jolly (CSS) appointed as Joint Secretary, Department of Official Language for a tenure of five years vice J P Agrawal (CSS).
  20. Ms. Meena Balimane Sharma (IDES:1992) appointed as Additional Secretary (JS level), Central Information Commission under DoPT for a tenure of five years vice Shanti Priye Beck (IRSSE:1992).

  25. Balachandra Subramoney Iyer (IRPS:1994) appointed as Deputy Director General (JS level), Department of Telecommunications for a tenure of five years vice R K Khandelwal (lAS:1989:BH).
  26. Hari Ranjan Rao (lAS:1994:MP) appointed as Joint Secretary, Department of Telecommunications for a tenure of five years or until further orders. He replaces Amit Yadav (lAS:1991:UT).
  27. Rakesh Kumar Verma (lAS:1993:PB) appointed as Joint Secretary, Ministry of Tourism for a tenure of five years vice B Suman (lAS:1996:KL)
  28. Subodh Yadav (lAS:1999:KN) appointed as Joint Secretary, Department of Water Resources, River Development & Ganga Rejuvenation for a tenure of five years vice Akhil Kumar (IPS:1994:UP)
  29. Vinayan J (IRTS:1994) appointed as ED (Admin), National Mission for Clean Ganga (NMCG) (JS level), Department of Water Resources, River Development & Ganga Rejuvenation for a tenure of five years . He replaces Rajiv Kishore (IRPS:1988).
  30. Ashok Kumar Singh (lAS:1999:KL) appointed as ED (Projects), National Mission for Clean Ganga (NMCG) (JS level), Department of Water Resources, River Development & Ganga Rejuvenation for a combined tenure of seven years i.e. upto 21.01.2022. He replaces G Asok Kumar (IAS:1991:TG).
  31. Manoj Sethi (ICAS:1993) appointed as Joint Secretary & Financial Adviser (JS&FA) Ministry of Youth Affairs & Sports for a tenure of five years. He replaces Ms Kiran Soni Gupta (lAS:1985:RJ).

In a major bureaucratic reshuffle, the NaMo administration on Friday cleared the appointments of 29 joint secretaries in different departments. Out of these, 13 officers are from the IAS (including 6 from 2002 batch) while rest from the Indian Forest Service, IRS, IDAS, IA&AS, IP&TA&FS, IIS and CSS. 

  1. Ashutosh Jindal (IAS:1995:TR) appointed as Joint Secretary, Cabinet Secretariat vice Ms Rachna Shah (lAS:1991:KL). Presently, he is Joint Secretary, Ministry of Petroleum & Natural Gas.
  2. Satendra Singh (lAS:1995:JH) appointed as Joint Secretary, Ministry of Mines for a tenure of five years vice  Bipul Pathak (lAS:1992:JK).
  3. Ms Kamini Chauhan Ratan (lAS:1997:UP) appointed as Joint Secretary, Department of Higher Education for a tenure of five years vice Ms Ishita Roy (IAS:1991:KL).
  4. Puneet Aggarwal (lAS:1998:TR) appointed as Joint Secretary, Department of Defence for a tenure ending 24.10.2021. He replaces V Anandarajan (IRS IT:1988) who will be completing  his tenure on 11.11.2019. Presently Aggarwal is JS, Textiles.
  5. Ms Alaknanda Dayal (IAS:2000:PB) appointed as Joint Secretary, Ministry of Home Affairs (vice Ms Nidhi Khare) for a combined tenure of of 7 years outside the cadre.
  6. Ms Manmeet K Nanda (lAS:2000:WB) appointed as  Joint Secretary, Department for Promotion of Industry & Internal Trade for a tenure of five years vice Rajiv Aggarwal (lAS:1993:UP).
  7. Ms Nandita Gupta (lAS:2001:HP) appointed as Joint Secretary, Department of Food & Public for an overall tenure of 5 years ending 14.12.2022. She replaces P K Tiwari (IAS:1991:AM).
  8. Saurabh Gaur (lAS:2002:AP) appointed as  Joint Secretary, Ministry of Electronics & Information Technology for a tenure ending 23.03.2020. Gaur replaces  Sanjay K Rakesh (lAS:1989:TR).
  9. Rohit Yadav (lAS:2002:CG) appointed as Joint Secretary, Ministry of Steel for an overall tenure of 5 years ending 31.07.2023.
  10. Praveen N Gedam (lAS:2002:MH) appointed as Deputy CEO (JS level), National Health Authority, under MoHFW for a tenure ending 27.11.2022.
  11. Saurabh Jain (lAS:2002:KL) appointed as Joint Secretary, Ministry of Tribal Affairs by temporarily upgrading a vacant post of Director level) for a combined tenure of 7 years ending 01.09.2020. He will continue to hold the additional charge of the post of Commissioner, Eklavya Model Residential School Society.
  12. Ms M Imkongla Jamir (lAS:2002:KN) appointed as Joint Secretary, Ministry of Women & Child Development for a combined tenure of 7 years ending 08.04.2021 by temporarily downgrading a vacant post of Additional Secretary vice Shri K. Moses Chalai (IAS:1990:MN).
  13. S N Girish (lAS:2002:OR) appointed as Regional Director (JS level), SSC, under the DoPT for an overall tenure of five years ending 08.08.2024 by temporarily upgrading the post.
  14. Ms D Sai Amutha Devi (IP&TA&FS:1995) appointed as Joint Secretary in the Office of Secretary (Security), Cabinet Secretariat for a tenure of five years. She rplaces Ms Arti Bhatnagar, (IDAS:1990).
  15. Ms Praveen Kumari Singh (IRPS:1993) appointed as Additional Secretary (JS level), CVC, for a tenure upto her superannuation on 30.04.2024. She replaces Ms Sonali Singh (ICAS:1987).
  16. Ms Neeta Prasad (IIS:1991) appointed Joint Secretary, Department of Higher Education for a tenure of five years vice N Saravana Kumar (lAS:200-:BH).
  17. Rajesh Sharma (IDAS:1992) appointed as Joint Secretary & Additional Financial Adviser Ministry of Defence for a tenure of five years. Sharma replaces Ms Dharitri Panda (ICAS:1987).

  25. Ms Anuradha Vemuri (IFoS:1991:UP) appointed as Joint Secretary, Ministry of Skill Development & Entrepreneurship for a tenure of five years vice Ms Jyotsna Sitlling (IFoS:1987:UD).
  26. Ashish Rawat (IFoS:1988:JH) appointed as CEO, Development & Welfare Board for Denotified Nomadic & Semi-nomadic Communities, under the Department of Social Justice & Empowerment for a tenure upto his superannuation on 31.12.2023.

The NaMo administration on Monday effected a major bureaucratic rejig at Joint Secretary level posts in Govt of India. Accordingly;

 

  • Rajesh Kumar (lAS:1988:MN) appointed to the post of Principal Commissioner, Delhi Development Authority (DDA) for an overall tenure of five years. He replaces J P Agrawal (CSS).
  • Ram Prasad Meena (IPS:1993:AM) appointed as Joint Secretary, Department of Social Justice & Empowerment for a tenure of five years. He replaces Babu Lal Meena (lAS:1991:UP)  who is all set to complete his central deputation tenure on 05 May 2019.
  • Sandeep Pondrik (lAS:1993:BH) appointed  Advisor, National Disaster Management Authority (NDMA) under the Ministry of Home Affairs for an overall tenure of seven years.
  • Srivats Krishna (lAS:1994:KN) appointed as Secretary, Coffee Board under the Department of Commerce, for an overall tenure of five years, by temporarily upgrading the post at JS level.
  • Sunil Kumar (IRAS:1995) appointed Joint Secretary in the Ministry of Petroleum & Natural Gas for a tenure of five years. He replaces Sandeep Pondrik (IAS:1993:BH).
  • V K Dewangan (lAS:1993:MN) appointed Joint Secretary in the Ministry of Power for an overall tenure of five years. He replaces Ms Bharati (IFoS:1992:SK)
  • Abhishek Singh (lAS:1995:NL) appointed to the post of Secretary, Agricultural Scientists Recruitment Board (ASRB), a newly created post, under the Department of Agricultural Research & Education for a tenure of five years.
  • Ms K Sunitha (lAS:1996:AP) appointed to the post of Executive Director, Tobacco Board under the Department of Commerce overall tenure of five years by temporarily upgrading the post at JS level.
  • Ms Meera Ranjan Tsering (IPoS:1988) appointed as Joint Secretary, Ministry of Tribal Affairs for an overall tenure of five years. She replaces Vinod Kumar Tiwari (IFoS:1986:HP). 
  • Navneet Gupta (IA&AS:1997) appointed to the post of Joint Secretary, Department of Telecommunications for a tenure of five years. Gupta replaces  Shashi Ranjan Kumar (lAS:1992:TR).
  • Ms Dipti Mohil Chawla (IDAS:1995) appointed as Joint Secretary, Department of Defence for a tenure of five years. She replaces Ravi Kant (IOFS:1986).
  • Ms Nita Kejrewal I (CSS cadre officer) appointed as Joint Secretary, Department of Rural
  • Development for a tenure of five years. She replaces  Ms Alka Upadhyaya (IAS:1990:MP).

  • L K Meena (CSS cadre officer) appointed Joint Secretary, Ministry of Women & Child Development for a tenure ending 28 February 2021. Meena replaces Rajesh Kumar (IAS:1988:MN).
  • Ms Anu Nagar (IFoS:1995:HP) appointed Joint Secretary, Department of Health Research for a tenure of five years. She replaces Ms Sarita Mittal (CSS cadre officer) who is retiring May this year.
  • Daniel Richards (CSS cadre officer) appointed Joint Secretary, National Commission for Minorities (NCM) under the Ministry of Minority Affairs for a tenure of five years. He replaces  Ajoy Kumar (lAS:1984:BH).
  • Ms Nigar Fatima Husain (IDES:1996) appointed Joint Secretary in the Ministry of Minority Affairs for an overall tenure of five years. She replaces K C Samaria (lAS:1993:AM) completing his tenure on tenure on 08 May 2019.

As Indianmandarins had reported early morning today the NaMo administration effected a major bureaucratic reshuffle at Joint Secretary level. Reportedly, the CSB meeting was held on Friday after a long gap which recommended several JS level appointments. It is understood that PM Modi cleared these appointments before embarking on three-days visit to Singapore. Accordingly;

 

  • Saurabh Kumar Tiwari (IP&TA&FS:1993) appointed Joint Secretary, Cabinet Secretariat, for a tenure of five years vice Ms Shubha Kumar (IA&AS:1985).
  • Pushpendra Rajput (lAS:1999:HP) appointed Additional Secretary (JS level), UPSC under the Department of Personnel & Training for a tenure of five years vice R C Joshi (lAS:1994:AM).
  • Praveen Bonigala (IFoS:1995:RJ) appointed Joint Secretary, Department of Commerce for a period ending 21 June 2019 vice Ms. Anita Praveen (IAS:1989:TN).
  • Amitabh Kharkwal (IPoS:1989) appointed Joint Secretary, Ministry of Home Affairs for a tenure of five years. He replaces Gyanesh Kumar (lAS:1988:KL) consequent on his elevation as Additional Secretary in MHA.
  • Subrata Nath (IRSME:1991) appointed ADG (JS level), National Museum under the Ministry of Culture for a tenure of five years vice R K Mishra (IFoS:1990:PB).

  • Prakash Mirani (IRSS:1989) appointed Additional CEO (JS level), GeM SPV under the Department of Commerce for a tenure of five years.
  • Pradeep Kumar (IFoS:1995:SK) appointed DDG, UIDAI for a combined tenure of seven years vice Shishir Sinha (IOFS:1988).
  • Parag Gupta (IAS:1988:OR) appointed Adviser (JS level), NITI Aayog, on lateral shift basis, for an overall tenure of five years ending 29 June 2020. vice Ravinder Goyal, IRTS (1987). Currently he serves as JS, Department of Food Processing Industries.
