Following the resignation of Parameswaran Iyer three Secretary level posts have fallen vacant in Govt of India which include Information and Broadcasting, Ministry of Mines and Department of Drinking Water and Sanitation (DWS). It is believed that I&B post may not be filled very soon and the additional charge may continue to remain with Amit Khare (IAS:1985:JH) whereas Mines and DWS would require officers with specific professional attributes. For the next DWS Secretary, it would be a challenging task to fit into the shoes of Iyer and an uphill task to live up to the expectation of the NaMo Government for which drinking water, sanitation and Swachch Bharat Mission’ is of utmost priority.

I&B ministry’s advisory on media persons covering COVID-19

The I&B ministry has issued an advisory to print and electronic media calling on journalists covering coronavirus-related incidents to take precautions. The decision was taken in the wake of a large number of media persons contracting COVID-19.

This has asked management of media houses to take all precautionary measures to take all care of their field as well as office staff. The advisory also asked management of media houses to take necessary care to them. It has come to the notice of the Ministry that a large number of media persons have recently contracted COVID-19 while covering the happenings in certain parts of the country.

In view of the fact that media persons, including reporters, cameramen, photographers, etc. are covering incidents relating to COVID-19 in various parts of the country involving travel, amongst others, to containment zones, hotspots and other COVID-affected areas, it is advised that all such media persons may take due health and related precautions while performing their duties. The advisory says. "Management of media houses is requested to take necessary care of their field staff as well as office staff," it said.

Brihanmumbai Municipal Corporation collected swab samples of 171 media persons and out of 171 media persons, 53 have tested positive for coronavirus.

The NaMo administration on Monday announced the appointment of 17 officers to the post of Joint Secretary in various ministries and departments:

  1. Navneet Mohan Kothari (lAS:2001:MP) appointed as  Joint Secretary, Ministry of Petroleum & Natural Gas for an overall tenure of five years upto 18.04.2021. Kothari replaces  Ashutosh Jindal (IAS:1995:TR). 
  2. Rohit Yadav (IAS:2002:CG) appointed as Joint Secretary in the Prime Minister's Office on lateral shift basis  for a period ending 31.07.2023.  Presently he is working as Joint Secretary in the Ministry of Steel.
  3. Baldeo Purushartha (lAS:2002:PB) appointed as Joint Secretary, Department of Economic Affairs for a tenure of five years. He replaces K V Pratap (IES:1992). Presently, he is Divisional Commissioner, Jalandhar, Govt of Punjab. 
  4. Ms Neerja Sekhar (lAS:1993:HY) appointed as Joint Secretary, Ministry of Information & Broadcasting for a tenure of five years. She replaces Ashok Kumar Parmar (IAS:1992:JK).
  5. N B S Rajput (lAS:1999:OR) appointed as Joint Secretary, Department of Administrative Reforms & Public Grievances for a tenure of five years. He replaces  V Shashank Shekhar (lAS:1996:NL).
  6. K V Pratap (IES:1992), Joint Secretary in the Department of Economic Affairs, laterally shifted to Ministry of Home Affairs for an overall tenure of five years upto 23.11.2022. Pratap replaces Amitabh Kharkwal (IPoS:1989).
  7. Ms. Sushma Taishete (CSS) appointed as Joint Secretary, Department of Atomic Energy, (Mumbai) for an overall tenure of five years upto 05.07.2023 by downgrading a vacant post of AS in the Department. She replaces Mervin Alexander S (lPoS(1987) who prematurely repatriated to parent cadre. Presently, she is working as Joint Secretary, Department of Justice.
  8. Deepak Kapoor (IA&AS:1998) appointed as Additional CEO, GeM SPV, (JS level) under the Department of Commerce for a tenure of five years. He replaces S Suresh Kumar (lAS:2000:AP).
  9. Surendra K Ahirwar (IRTS:1997) appointed as Joint Secretary, Department of Commerce for an overall tenure of five years upto 08.01.2023. The post has been temporarily upgraded from Director to Joint Secretary level for a period of two years (initially).
  10. Ms Aditi Das Rout (ITS:1986) appointed as Joint Secretary, Ministry of Culture, from the date of assumption of the charge of the post, for a tenure upto her superannuation on 30.11.2023. She replaces S C Barmma (IPoS:1987).
  11. Satish Singh (IRSME:1996) appointed as Joint Secretary, Department of Defence, for an overall tenure of five years upto 12.10.2022. He replaces Ashok Kumar Singh (lAS:1999:KL).
  12. Ms Mukta Shekhar (IRAS:1994) appointed as Joint Secretary, Department of Food & Public Distribution for a tenure of five years vice  Kamal Datta (IFoS:1994:UT)
  13. Atul Saxena (IRSS:1991) appointed as Joint Secretary, Ministry of Food Processing Industries for an overall tenure of five years upto 30.06.2021 by temporary upgrading the Director level post.
  14. Purushottam Tiwary (IA&AS:1996) appointed as Joint Secretary, Department of Heavy Industry for a tenure of five years. He replaces Pravin Laxminarayan Agrawal (IFS:1994:TR).
  15. Niraj Kumar Gayagi (IDAS:1997) appointed as Joint Secretary, Department of Justice for a tenure of five years. He replaces Ms Sushma Taishete (CSS).
  16. Charanpreet Singh Bakshi (IRS C&CE:1992) appointed as Joint Secretary Ministry of Minority Affairs for a tenure of five years vice Jan-e-Alam (lAS:1991:NL).
  17. Sanjay Kumar Jain (IRTS:1990) appointed as Joint Secretary, Department of Public Enterprises for a tenure of five years vice Madhukar Gupta (lAS:1985:RJ) consequent on completion of his tenure.
  18. Tanweer Qamar Mohammad (IPoS:1994) appointed as Joint Secretary, Ministry of Statistics & Programme Implementation for a tenure of five years vice Arun Kumar Yadav (lAS:1987:SK).

Two Deputy Director level officers shifted to PMO

If some well placed sources are to be believed two Deputy Director level officers have been moved from I&B Ministry to PMO. One of them was working as Deputy Director (Media & Communication) with I&B Ministry information however the other one was with Doordarshan. Both of them are experts in social media handling.

Abhinav Prakash was looking after social media of I&B ministry and he is likely to get the same responsibility in PMO. Similarly, Aashutosh Mohile who was also taking care of the social media of Doordarshan is likely to get similar responsibility. Reportedly, have already joined the PMO.

I&B minister miffed over coverage in US: IIS officials may feel the heat

Union information and broadcasting minister Prakash Javdekar had already announced handing over content dissemination of the public broadcaster to professionals but what transpired in the US that infuriated the minister so much so that he had gone to the extent of saying that babus in news business take ages for the work that could be done in seconds.

 

The minister minces no words when he has to say anything as the present dispensation is more bothered about delivery. Both the PM and I&B minister are in the US on different official assignment but the way things were handled, that disappointed the minister who short of pressed the panic button by saying that professionals from outside must be brought in.

 

Minister’s outburst even got recorded in the television camera sending a ripple in the officials responsible for the job as traditionally visiting foreign countries with the PM or any minister was considered to be a leisure trip with not so much to do professionally. But this seems to be passé with the Modi government.
