In a major bureaucratic reshuffle, the Madhya Pradesh government has transferred 39 IPS officers including SPs of 18 districts have been given new responsibility. DIG Mithilesh Kumar Shukla of the former chief minister Kamalnath’s district (Chhindwara) has also been removed.

The Madhya Pradesh government has transfered as many as 17 IAS officers in a major bureaucratic reshuffle that included seven collectors. This is second such major bureaucratic rejig during the present BJP government after as many as 50 senior IAS officers were given new postings on May 9.

The collectors shifted on June 7 included those from Dewas, Dhar, Mandla, Narsinghpur, Rewa, Singrauli and Agar Malwa districts. Of these districts, Dewas and Dhar have emerged as Covid-19 hotspots while Rewa is heading towards an alarming situation.

Apart from the collectors, Commissioner Indore Division Akash Tripathi (IAS: 1998:MP) was transferred as managing director, Madhya Pradesh Power Management Company Ltd, Jabalpur while Dr Pawan Kumar Sharma (IAS:1999:MP), commissioner (field), Narmada Valley Development Authority, Indore became the new commissioner of Indore.

Commissioner of Bhopal Municipal Corporation, B Vijay Dutta(IAS: 2011:MP), was shifted to the state secretariat. Rishi Garg (IAS:2013:MP) was appointed as director of the Industrial Development Corporation, Bhopal through another order by the government.

Over 50 IAS officers get a new assignment in a bureaucratic rejig in MP

After taking over as the Madhya Pradesh CM for the fourth time, Shivraj Singh Chouhan has enacted major bureaucratic changes in which as many as 50 IAS officers have been given the new assignment.

Former chief secretary M Gopal Reddy (IAS:1985:MP) has been appointed as chairman Revenue Board, Gwalior. He was replaced by Iqbal Singh Bains immediately after Chouhan took over.

ACS Anurag Jain (IAS:1989:MP) continues to remain as ACS (Finance) but with the additional charge of Planning, Economics and Statistics department. ACS Mohd Suleman (IAS:1989:MP) will also look after Medical Education and Bhopal Gas Tragedy Relief and Rehabilitation departments.

Another ACS Vinod Kumar (IAS: 1989:MP) will be heading General Administration Department. ACS JN Kansotia (IAS:1989:MP) will look after Animal Husbandry department while principal secretary Dr Rajesh Kumar Rajora (IAS:1990:MP), who used to look after industries department, will head the labour department.

Malay Shrivastava (IAS:1990:MP) will look after Public Health Engineering department as a principal secretary while Pankaj Rag (IAS:1990:MP) has been posted as the principal secretary of Parliamentary Affairs, Sports and Youth Welfare. Ashok Shah (IAS:1990:MP) is now head the Woman and Child Development department as a principal secretary. Principal secretary Manoj Govil (IAS:1990:MP) has been shifted from finance to the commercial tax department.

Principal secretary Manu Shrivastava (IAS:1991:MP) has been posted as a member of the Revenue Board, Gwalior. Principal secretary Kalpana Shrivastava (IAS:1991:MP) will now head Horticulture and Food Processing department.

Principal secretary Sanjay Dubey (IAS:1993:MP) will now head Energy and Renewable Energy department. Principal secretary Neeraj Mandloi (IAS:1993:MP) will now head PWD. Principal secretary Anupam Rajan (IAS:1993:MP) will now head the higher education department with the additional charge of principal secretary, Department of Public Relations.

Sanjay Kumar Shukla (IAS:1994:MP) is the new principal secretary of the Industrial Policy and Investment Promotion Department. Principal secretary Public Health and Family Welfare Dr Pallavi Jain Govil (IAS:1994:MP) will now head tribal welfare and scheduled castes welfare departments. IAS officer and principal secretary Deepali Rastogi (IAS:1994:MP) will head MSME department.

Principal secretary Shivshekhar Shukla(IAS:1994:MP) will continue to head Food and Civil Supply with an additional charge of culture department. Principal secretary Prateek Hajela (IAS:1995:MP), will now serve as principal secretary of Social Justice.

Some other officers included DP Ahuja (IAS:1996:MP), Nitesh Kumar Vyas (IAS:1996:MP), Faiz Ahmad Kidwai (IAS:1996:MP), Amit Rathore (IAS:1996:MP), Caralyn Khaongwar Deshmukh (IAS:1996:MP) and Sukhvir Singh (IAS:1997:MP).

MP Chief Minister Shivraj Singh Chouhan, on the second day of his assuming charge of the office, cancelled all political appointments with immediate effect.

Further, taking action against officers who confronted BJP leaders in Kamal Nath government Shivraj administration shifted Rajgarh Collector, Nidhi Nivedita (IAS:2012:MP) and Deputy Collector Priya Verma (a PCS officer). Nivedita is posted to Secretariat as Deputy Secretary. Deputy secretary in Secretariat, Neeraj Kumar Singh (IAS:2012:MP) has been appointed Rajgarh Collector.

Nivedita had on January 19 slapped a BJP spokesperson while trying to manage law and order situation during a pro-CAA rally in her area. Her deputy Priya Verma was also involved during the incident.

Apart from this, the government also shifted municipal commissioner of Rewa, Sabha Jeet Yadav, who had slapped a Rs 5 crore notice to former BJP minister Rajendra Shukla, a close confident of CM Chouhan, for using defamatory words. Yadav has been appointed Additional Secretary in the Secretariat. CEO, District Panchayat, Rewa, Arpit Verma has been assigned additional charge of the Municipal Commissioner.

In fact, on March 16, the Kamal Nath government had ordered appointment of M Gopal Reddy (IAS:1985:MP) as Chief Secretary, replacing Sudhi Ranjan Mohanty (IAS:1982:MP), while heads were also appointed for constitutional bodies including MP Women's Commission, State Backward Classes Commission, State SCs Commission, State Minority Cell and State ST Commission.

It may be underlined that a BJP delegation led by Chouhan had on 17 March called on Governor Lalji Tandon and conveyed that the Kamal Nath’s minority govt did not have rights to clear appointments to several constitutional posts. As per Shivraj administration’s move all those appointments stands cancelled.

With the comeback of Shivraj Singh Chauhan as MP Chief Minister the state is bound for a top level bureaucratic shake up. Indianmandarins Shivraj Singh's old team may make a comeback in an immediate reshuffle. Though, one should expect that Jyotiraditya Scindhia may certainly bring some officers from his camp. 

If some top sources are to be believed the newly appointed Chief Secretary M Gopal Reddy (IAS:1985:MP) may be changed. Two senior IAS officers Iqbal Singh Bains (IAS:1985:MP) and Radheyshyam Julaniya (IAS:1985:MP) are frontrunners to become Reddy’s successor.

Further, the CMO may witness continuity of Ashok Kumar Barnwal (IAS:1991:MP) as Principal Secretary to CM. After taking over from Shivraj, Kamalnath had surprised one and all by continuing Barnwal as his Principal Secretary.

Top sources say that Shivraj may pick Anurag Jain (IAS:1989:MP) also as another PS to CM. Jain, considered among few brightest civil servants, had a vast experience during his tenure as Joint Secretary, PMO.   

Two of Shivraj’s previous secretaries Hari Ranjan Rao (IAS:1994:MP) and Vivek Agrawal (IAS:1994:MP), presently serving at Centre as Joint Secretary, may also be recalled to cadre state pre-maturely.

A 1985 batch officer and MP's Additional Chief Secretary, Iqbal Singh Bains, has been posted as the Chairman Revenue Board, Gwalior. He is replaced by another ACS, Ms. Saleena Singh of the 1986 batch, to look after the board of secondary education.

Further, CM Kamal Natha has appointed the 1996 batch IAS Faiz Ahmed Kidwai as his Secretary with the additional charge of Commissioner Tourism and MD of the state Tourism Development Board.

Principal secretary Ashok Kumar Saha of the 1990 batch IAS, has been given the additional charge of Director of Tribal Research and Development Institute.

Principal secretary tourism and OSD-cum-Commissioner Tourism and MD MP Tourism Development Board Hari Ranjan Rao of the 1994 batch is put in charge of higher education.
