PSUs holding telecom licences seek clarification on financial burden

In the wake of the Supreme Court’s judgment on adjusted gross revenue (AGR), some of top public-sector companies of India that are holding telecom service licences including GAIL India, Power Grid Corporation, Oil India, Delhi Metro and RailTel seeking clarification from the Department of Telecom (DoT) as they might also face a huge financial burden.

Supreme Court, last month, had ordered all telecom service providers to pay the past licence and spectrum dues in accordance with the annual AGR calculation formula used by the government. The government has set up a committee of secretaries to look into all issues.

The public-sector headhunter (PESB) on Friday selected Manoj Jain for the post of CMD, GAIL (India) Limited. Presently, he is Director (Business Development), GAIL (India) Limited. Subject to requisite clearances and ACC approval Jain will replace Dr Ashutosh Karnatak (Director, Projects) and acting CMD retiring in June next year.

The post fell vacant after the NaMo administration denied extension to B C Tripathi this year. Altogether, 8 candidates were interviewed at a selection meeting held at PESB today.

PSEB to issue Corrigendum on GAIL CMD post

Following ACC’s denial for the extension to Bhuwan Chandra Tripathy (CMD, GAIL) beyond July 31, 2019, the public sector headhunter will have to issue a corrigendum soon. It may be mentioned that the Ministry of Petroleum & Natural Gas had on March 05, 2019 proposed to the ACC for his extension.

PESB did advertise the post almost 10-11 months ahead of the scheduled of vacancy being put up. While floating the advertisement for the GAIL CMD’s post on May 10, 2019, PESB considered the date of vacancy on February 01, 2020. After the extension was denied, the post virtually fell vacant on August 01, 2019 instead of February 01, 2020. So in such a situation the PESB would soon revise the date of vacancy and would also issue a corrigendum.

It may be mentioned that the PESB had put up three board-level positions -- CMD, Director (Marketing) and Director (Projects) -- on offer in the month of May, June and July respectively.

The service tenure of Dr Ashutosh Karnatak (Director- Projects, Gail India Ltd) was, on Tuesday, extended till his superannuation on 30 June 2020. His service tenure was scheduled to end on 28 February 2019.

‘Bhishma-pitamah’ of hydrocarbon sector may get another extension

Indianmandarins reliably learns that there is a thinking in the government to extend by six months the services of GAIL CMD Bhuvan Chandra Tripathi. His present extended-term as CMD ends on July 31, 2019. In case he gets extension for six months he will continue as CMD till 31 January 2020 (when he completes 60 years of age).

 

It may be mentioned that the outgoing UPA-II Govt, in October 2013, had given him an additional five-year term ending July 31, 2019. At the time when the outgoing UPA-II Govt denied extensions to several oil PSU heavy-weights like Subir Raha of ONGC, P Banerjee of GAIL, Sarthak Behuria of Indian Oil Corp (IOCL) and Ashok Sinha of BPCL, Tripathi’s tenure was extended for five years; almost seven months ahead of the 2014 Lok Sabha polls. Since Tripathi was credited with turning GAIL into an aggressive gas marketing and transmission company, he earned his extension.

 

Many of his colleagues in CPSEs tend to describe him ‘Bhishma-pitamah’ of hydrocarbon sector because of his longevity. In case he gets another six-month extension beyond 31 July 2019 he would literally become one of the longest-serving CMD of a PSU.
