J&K calling: J&K LG invites Gujarati business-world

“Gujarati businessmen are successful worldwide and they should also explore the vast investment opportunities in Jammu & Kashmir.” This is what the former IAS officer and Lieutenant Governor of Jammu and Kashmir, Girish Chandra Murmu, on Monday, said while inviting Gujarati entrepreneurs to invest in the newly-created Union Territory. He was addressing businessmen at a roadshow in Ahmedabad ahead of the J&K Global Investors’ Summit which will be held in April this year. Five such roadshows have already been held in Bengaluru, Kolkata, Mumbai, Hyderabad, and Chennai.

According to the existing industrial policy, no businesses can own land in J&K but the new policy in the making is expected to change the business landscape.

While inviting he underlined that several old entry barriers had been removed. Reportedly, several top Gujarati business houses namely; Amul, Adani, Suzlon, Rasna, Cadila, Ambuja Group, Abellon Clean Energy and many others participated in the interaction with the LG.

If some top sources are to believed all four departments under Union Ministry of Finance are set to get a fresh set of departmental heads in the next five months. The Department of Expenditure, presently under ad-hoc arrangement, became headless after G C Murmu (IAS:1985:GJ) was picked up as J&K Lieutenant Governor. Union Finance Secretary Rajiv Kumar (IAS:1984:JH), Secretary, DFS, is retiring in February next year followed by Economic Affairs Secretary Atanu Chakraborty (IAS:1985:GJ) scheduled to retire April next year. Though Revenue Secretary A B P Pandey (IAS:1985:MH) may remain on turf till February 2021 but with vital figures dipping steadily the power corridors are abuzz that Pandey may be shifted to some other key departments. If that be the case the Finance Ministry may see a fresh set of faces to steer the economy which would be key to take NaMo 2.0 to its 3.0 version.

The NaMo administration on Wednesday assigned the additional charge of the post of Secretary, Department of Expenditure (Finance Ministry) to Atanu Chakraborty (IAS:1985:GJ) vice G C Murmu till the appointment of a regular incumbent. Presently, Chakraborty is Secretary Department of Economic Affairs.

With Jammu and Kashmir acquiring a new status of Union Territory from October 31 by getting bifurcated into two Union Territories, the status of IAS and IPS officers working there will also be changed. The old officers will continue with their job in these newly created UTs. However, new recruits will be placed under AGMUT cadre.

As per the Jammu and Kashmir Reorganisation Bill, 2019 other officers will continue with their services as per the new order till the new LG promulgates new orders. As per the news Act IAS, IPS and IFS cadre will be working but decisions on them will now be taken by LG with the consultation of Home ministry.

Do appointments of LGs give any clue to NaMo’s future strategy?

The NaMo Govt is known for its penchant for civil servants but it has its own way to deploy, employ and engage them to accomplish its task and corner the opposition on issues like demonetisation, GST and abrogation of Article 370.

In June 2018 none could understand the objective as why B V R Subrahmanyam (IAS:1987:CG) was borrowed from Chhattisgarh as J&K Chief Secretary. In fact, Subrahmanyam was brought to J&K to take commands from NaMo administration and hold sway over their execution. A year later (May 31, 2019), the entire system remained clueless and failed to explain NaMo administration’s certain bureaucratic and political decisions which include S Jaishanker’s induction as Foreign Minister, Cabinet rank to NSA Ajit Doval and 03 months extension to the then Cabinet Secretary P K Sinha putting the then Home Secretary Rajiv Gauba on wait to replace Sinha. It was only after the abrupt abrogation of Article 370 and 35A that had unfolded the mystery. The top officials, mentioned above, proved as key to the flawless execution of NaMo-Shah’s plan for J&K. 

Even though much is being said and written about appointment of former Defence Secretary R K Mathur and NaMo-Shah loyalist and expenditure Secretary G C Murmu as LGs of Ladakh and J&K and respectively. It requires out of box thinking to gauge NaMo administration’s move. Again it is not a mere coincidence that PM Modi on Monday expressed his aspirations for integrating PoK with India. None knows if it is the very context NaMo often refers as New India?

Further, it was also not a sheer coincidence that NaMo administration picked former IB Chief Dineshwar Sharma as the Administrator of Lakshadweep which is increasingly exposed to Chinese strategic moves to encircle India and its intensifying strategic partnership with Shri Lanka.

If one goes by the credentials and experience of these newly appointed LGs and Administrator, one might be able to gauge the future perspective of NaMo Administration for New India. NaMo administration needed the one who could religiously implement its rehabilitation plans and development roadmap in Jammu & Kashmir and the one who could shoulder the strategic needs of Ladakh which shares borders with Pak, PoK and China.

Putting speculations to rest and once again coming up with surprise, the Modi Government has appointed Girish Chandra Murmu (IAS:1985:Gujarat) and R K Mathur (IAS:1977:TR) as Lieutenant Governors of Jammu-Kashmir and Ladakh respectively when two Union territories are created on 31 October.

The outgoing Expenditure Secretary Murmu, a close confidante of Modi, had previously served as Additional Principal Secretary to Narendra Modi, the then Gujarat Chief Minister. He was brought to the Finance Ministry in 2015 and later became Expenditure Secretary in May this year. Mathur had joined the transparency watchdog Central Information Commission after retirement and later became the country’s Chief Information Commissioner.

JK Governor Satya Pal Malik will take over as Governor of Goa replacing Mridula Sinha.

Former IB director Dineshwar Sharma, who was working as interlocutor, has become administrator of Lakshadweep.

Some other changes included with Kerala BJP president PS Sreedharan Pillai being appointed as Governor of Mizoram. He replaces Jagdish Mukhi, the Assam Governor who held the additional charge of Mizoram after Kummanam Rajasekharan resigned in March 2019 to contest the Lok Sabha election against Shashi Tharoor in Thiruvananthapuram.

Will Murmu be made VC after retirement?

It is widely believed that after his retirement in November this year, the outgoing Expenditure Secretary Girish Chandra Murmu (IAS:1985:GJ) may be considered for the coveted job of Vigilance Commissioner in CVC.

 

Sharad Kumar (Retd IPS:1979:HY) was on June 11, 2019 announced as Interim CVC after K V Chowdary completed his term. Presently, CVC and a VC posts are lying vacant as formal announcement of the appointment of CVC is awaited. But the official website of CVC suggests that two posts of VC are lying vacant at present.
