Worst-ever economic slump for China ahead

World Bank has warned that COVID-19 pandemic's economic fallout could cause China's growth to come to a virtual standstill and drive 11 million more people in East Asia into poverty.

Aaditya Mattoo, the WB chief economist for East Asia and the Pacific, said that the pandemic is causing "an unprecedented global shock, which could bring growth to a halt and could increase poverty across the region."

According to a report on the pandemic's impact on the region, even in the best-case scenario, the region will see a sharp slowdown, with China's growth slowing down to 2.3 percent from 6.1 percent in 2019.

IES officers urged DEA Secretary in AGM: Ensure time bound promotion, housing, exclusive training academy

Indian Economic Service Association (IESA) on Saturday held its Annual General Body Meeting in Constitution Hall which was attended by over a hundred IES officers. Chief Economic Adviser (CEA) to the Govt of India Dr K Subramanian was the chief guest at the AGM.

IESA emphasised its role in providing economic inputs and professional insights in the policy making in order to push the  growth rate of 8% plus. Having been posted in all the key economic and social ministries IES officers provide economic inputs which no other service can offer and that is where IES cadre has an edge over  others.

The IESA requested its cadre  controlling authority Atanu Chakravarty,  Secretary, Department of Economic Affairs (DEA) and CEA to augment the process of promotion ending the continued deadlock in their career progression. Time bound promotion, housing projects and an exclusive Training Academy for young IES officers etc were underlined as their demand from the Govt of India through CEA Subrahmanyam & DEA Secretary Chakraborty.

Moody’s prediction on growth rate of India’s economy

Though the government is continuously grappling with the pressure of taking measure to accelerate the growth rate of the country as leading rating agency Moody’s has also predicted the growth rate of the country for 2019-20 financial year below 6 per cent that is 5.8 per cent.

Moody’s is of the view that due to some factors impacting for long term the slowdown in Indian economy is likely to be dragged for a slightly longer time. Even Reserve Bank of India in its appraisal meeting for monetary policy in the current fiscal reduced 6.1 per cent.

Moody’s in its report says that the main reason behind slow down is slump in investment which has brought down the number of employment. This has also impacted consumption in the rural area. There are several reasons for slowdown some are domestic but some of them are going to have long-term impact.

Ms Archana Mathur (IES:1982) was, on Thursday, posted as Principal Adviser, Department of Economic Affairs (DEA), w.e.f 01 September 2018. The Appointment Committee of the Cabinet had recently promoted her to hold Apex Level post in Govt of India. To formalise her elevation and posting (in-situ) an Apex Level post was temporarily transferred to DEA from DIPP.   

 

Prior to this she served as Senior Adviser, DEA.

Indianmandarins has reliably learnt that 1999 and 2000 batch of Indian Economic Service officers may soon be promoted to SAG (Joint Secretary rank) in Government of India. Once cleared they will get their new position of Economic Adviser.

 

Sources said that the Departmental Promotion Committee (DPC) has been scheduled to be held on August 16 at UPSC which will vet the promotion of fifteen IES officers to Senior Administrative Grade (SAG). Subsequently, all these officers will be eligible to become Economic Adviser; Joint Secretary level post.

 

On the present panel, thirteen officers are from 1999 batch whereas only two officers are from 2000 batch. The NaMo administration’s approach towards clearing the pending backlog appears to have worked for IES cadres. It may well be substantiated by the fact that for 1985 batch of IES it took 28 years to be empanelled as Joint Secretary whereas 1999 batch and 2000 batch officers will get this promotion after 18 years of service.
