The Delhi government led by Arvind Kejriwal has finally given its nod to prosecute former JNU president Kanhaiya Kumar and another former student leader Umar Khalid in the court for sedition charges that it has been skirting for very long. Why this sudden change of mind in the AAP government that has been short of defending them? Apparently because if the BJP is being criticised for its inaction during riots outbreak in Delhi, AAP is in the line of fire for direct involvement of its leaders in these riots.

AAP that had put up a brave face against terror charges to its leaders have found itself in a fix not only for the involvement of its suspended councillor Tariq Hussain but a couple of MLAs allegedly being under scanner. So political analysts feel that before AAP is branded as a party supporting every such elements that work with a particular mindset, it has given its approval.

This is a similar move when he recited Hanuman Chalisa during run-up to the Assembly elections to counter the Hard Core Hindutva campaign of the BJP. There is no election in the near future for AAP contesting but it appears that party wants to remain politically correct for future references.

However, some of its party leaders like Rajya Sabha MP Sanjay Singh is still defending Tariq Hussain for being innocent. In a situation where everyone is trying to rub balm on riot scars, the Congress still embarrassing itself in its effort to target Modi and Shah with court seeking an answer from the police about inflammatory statements made by its top leaders.

Low pitch and sound strategy sail AAP through

Winning Delhi Assembly elections remains elusive for the BJP yet again with AAP managing the second successive victory in Delhi by securing over 50% votes. But what catapulted the AAP to this victory that fared third in the recent Lok Sabha elections in Delhi is a very interesting to ponder about.

Analysts attribute this to Kejriwal’s popularity and his welfare agenda which is another perfect example how Indian voters differentiate between national and local elections. The BJP crossed 50% vote share in the Lok Sabha elections in 2014 and 2019 in Delhi, and the AAP in Assembly elections in 2015 and 2020. Similar factors helped the BJP when it lost in Madhya Pradesh, Chattisgarh and Rajasthan in 2018 and bounced back in 2019 Lok Sabha elections.

They further say that the success rate of the BJP dwindles where there is mostly bipolar contest as vote share suggest that it is the BJP which has gained more from poor performance of Congress collapse from 9.7% in 2015 to 4.3% in 2020 vote share. The BJP managed to get its second highest vote share in 2020 in Assembly elections since 1993 and six percentage points more than the 2015 figure of 32.3%. But it is significantly less than the 56% which it got during the 2019 Lok Sabha elections. The BJP has done well in areas with unauthorised colonies which it regularised.

But most important aspect of Kejriwal’s campaign was that he did not criticize the PM strategically. He had also cautiously made a ballance and was not seen unnecessarily with Muslim extremists and very cleverly and innocently peddling soft Hinduism. He also countered aggressive posturing of the BJP by softly raising slogans of ‘Bharat Mata Ki Jai’ and ‘Vande Mataram’ with prude. But his main focus was around basic requirement of Delhites that is Bijli (electricity), Pani (water) and 'Sasti yatra' (cheap transport) and he sailed through.

Hyper-nationalism adopted by the BJP in Delhi elections proved to be counter productive and has a negative correlation to electoral success. Economic and livelihood issues are neglected by the BJP that has been a major bearing on its narrative against the party. The story is always different in Lok Sabha elections where nationalist agenda seems to be having a positive correlation.

It is not that Kejriwal alone but several other anti-BJP forces including NCP, JD(S), TMC, TRS and DMK are saying that the time for alternative politics for 2024 has come that talks about Kaam Ki Rajneeti vs Jabaan Ki Rajneeti. But role of Prashant Kishor cannot be anything less who started Kejriwal’s campaign with attacking Delhi BJP chief by Rinkiya Ke Papa jibe and suggesting top brass of the APP – Arvind Kejriwal to adopt soft Hindutva and Manish Sisodia to support Shaheen Bagh.

It was also part of the strategy to attack the BJP being faceless. There is another question that why the most acceptable face of BJP in Delhi Dr Harshvardhan was not made face of party in Delhi elections. On the other hand insiders say that Congress didn't want to get exposed but a decision to give passage to AAP against the BJP was taken the moment CAA was passed in Parliament.

There was no taker of the BJP campaign on abrogation of Article 370, Ayodhya Verdict, triple talaq however the party managed to generate some sentiment against CAA protest that helped increasing its poll percentage. Of course, a big section of youth of Delhi remained glued towards the AAP with most of the universities students in Delhi taking to street for some or the other reason. However, what will be the impact of anti-CAA movement will determine the course of Indian politics.

With Delhi Assembly elections expected to be announced in the first week of January 2020 and polling in early February; Delhi CM Arvind Kejriwal appears to be leading the perception battle in the city. Neither the Congress nor the BJP seems to be in a position to pose any challenge to his popularity at least for now. The question is why and how it is so?

 

Those who observe Delhi keenly say that a host of issues are dominating politics in Delhi:

 

AAP has maintained its perception of being ‘Aam Admi Party’ i.e. common people’s need for primary health, school education, water, electricity, safety-security (CCTV) et al. Unlike Congress, BJP, TMC, Shiv Sena and others, Kejriwal has hooked the party with purely pragmatic issues rather than ideological issues. AAP appears to have cleverly deployed its minority leaders against CAA protests but its key leadership is maintaining silence on the issue.

 

Probably, Delhi still looks at Modi for pan Indian aspirational issues but when it comes to peoples’ fight for leading their lives Kejriwal still looks ahead.

 

Further, as Maharashtra and Jharkhand exhibited regional issues dominating in Assembly elections, local leaders and alliances played decisive role instead of Modi’s pan India charisma. It is believed that Delhi may also behave the same way.

 

It is also said that state president Manoj Tiwari appears to be lagging behind in generating enthusiasm among people vis-à-vis party workers.

 

Party workers say that the BJP is committing the same mistake as it did in the last election by ignoring leaders like Dr Harshvardhan, Vijendra Gupta and Vijay Goel. Its an established fact that Kiren Bedi as CM candidate proved counterproductive for BJP. Party’s performance in Delhi in 2019 Lok Sabha results should not be misunderstood. It was Modi and not Manoj Tiwari who earned dividends in LS polls. Several party insiders say that Tiwari failed to give any counter narrative against AAP.

 

AAP was quick to respond by distributing certificate to ‘jhuggi dwellers’ that their jhuggi to be replaced with ‘pakka makan’ against BJP’s move of authorising colonies benefiting 40 lakh people.

 

Momentum of the Congress is broken with the demise of Sheila Dikshit and the efforts made by Congress are not concerted.

 

Aggressive campaigning by AAP has made the BJP and the Congress clueless about Delhi campaigning. But will the BJP be able to afford one more Assembly election loss?

This may not be a heartening news for Delhi Chief Minister Arvind Kejriwal as he would have to work with a man who rarely gels well with the 'street-smart' political masters.


NaMo administration has picked Vijay Dev (IAS:1987:UT) as the new Chief Secretary of Delhi; a post which fell vacant last week following the appointment of Anshu Prakash (IAS:1986:UT) as Additional Secretary, Department of Telecommunications. Presently, Dev is Chief Electoral Officer (CEO) of Delhi.

 

Previously, two names did rounds for the coveted job namely; Naresh Kumar (IAS:1987:UT) and Manoj Kumar Parida (IAS:1986:UT) but, Vijay Dev's name was, on Friday, cleared by the NaMo administration.

 

Dev was holding the charge of Chief Electoral Officer (CEO) of Delhi since July this year. He has served as CEO Delhi between 2012 and 2014 as well. He will take over as the Chief Secretary once the Election Commission relieves him. He has also served as the UT adviser in Chandigarh for around 15 months in 2015-2016. Later, he came back to Delhi as the DG in the Ministry of Skill Development.

The issue of luncheon meet at the residence of chief minister Arwind Kejriwal’s residence in February 2016 has not been resolved till date. The occasion was luncheon meet on completion of Kejriwal’s one year in office. Each thali served at the lunch was worth Rs ten thousand. And the total cost of the luncheon meet was enormous. The Directorate of Information and Publicity had asked DTTDC to arrange the lunch. The DTTDC engaged the services of a five-star hotel to serve the lunch. The hotel raised its bill.


According to Delhi government rules, chief minister can host a lunch and the bills can be paid at the rate of Rs 1200. The gap of government approved rate of Rs 1200 and the bill raised by the DTTDC at the rate of Rs ten thousand per plate is huge.


How to approve this file is a big issue. Chief Secretary took a meeting on this issue nearly one month ago but the file is still pending. The five-star hotel is consistently approaching for payment but the chief minister’s office or the DTTDC has no answer.

CS assault case: Court issues summon to Kejriwal

A Patiala House court on Tuesday issued summon to Chief Minister Arwind Kejriwal, Dy CM Manish Sisodiya and eleven others in connection with assault on chief secretary Anshu Prakash at the chief minister’s residence. Delhi Police had filed the charge-sheet in this case and the court has issued summon on the basis of this charge-sheet. All the accused will have to appear in the court on October 25.

1989 batch IAS officer and former Principal Secretary to chief minister Arwind Kejriwal, Rajendra Kumar has established a Trust – Forum for Democracy. This will be a non-political forum where curriculum will be available to train people to emerge as good leaders. So, this will be an institution to learn politics. This will encourage educated people to join politics. Leaders from different political parties will be invited to train the learners in politics. Rajendra Kumar’s colleagues and peers are wondering why the senior IAS officer is taking a move of this kind to train people in politics.

 

After his arrest by the CBI and subsequent release from judicial custody, Rajendra Kumar was seeking VRS that was denied by the MHA. He has not been reinstated in UT cadre. Since his arrest and suspension, the post of Principal Secretary to Delhi chief minister is lying vacant till date. Former VAT Commissioner Sajjan Singh Yadav was offered this position that he denied firmly and took over a new assignment in Daman.

 

 There were rumours of Rajendra Kumar’s elevation to Rajya Sabha on Aam Admi Party berth that could not fructify as he was denied VRS. Now, all the Rajya Sabha berths on AAP quota are already full. So Rajendra Kumar has taken the move to launch the Trust – Forum for Democracy. Gradually, Forum for Democracy will launch substantive curriculum in politics which is not available anywhere in the country. The Forum for Democracy could emerge as a parallel institution equivalent to Vivekanand Foundation.
