Secretary level reshuffle effected; Ajay Bhalla will be next Home Secretary

The NaMo administration on Wednesday effected a major bureaucratic reshuffle. Altogether 11 officers appointed as Secretary in various ministries and department.

  • Ajay Kumar Bhalla (IAS:1984:AM)  appointed as OSD in the Ministry of Home Affairs with immediate effect. Presently he is Secretary, Ministry of Power.  He will replace Rajiv Gauba (IAS:1982:JH), the outgoing Union Home Secretary completing his tenure on July 31, 2019.
  • Mrs Anuradha Mitra (IP&TA&FS:1982) appointed as Secretary, Department of Official Language, Ministry of Home Affairs. Presently she is  Member (Finance), Digital Communications Commission, Department of Telecommunications.
  • Atanu Chakraborty (IAS:1985:GJ) appointed as Secretary, Department of Economic Affairs. He replaces Subhash Chandra Garg on his appointment as Secretary, Ministry of Power. Presently he is  Secretary, Department of Investment and Public Asset Management (DIPAM) under Ministry of Finance.
  • Subhash Chandra Garg (IAS:1983:RJ) appointed as Secretary, Ministry of Power. Presently he is Secretary, Department of Economic Affairs, Ministry of Finance. He replaces Ajay Bhalla on his appointment as OSD in MHA.
  • Anshu Prakash (IAS:1986:UT) appointed as Secretary, Department of Telecommunications. Presently, he is Additional Secretary, Department of Telecommunications. He replaces  Ms Aruna Sundararajan (IAS:1982:KL) retiring this month end.
  • Anil Kumar Khachi (IAS:1986:HP), presently in cadre state of Himachal Pradesh, appointed as Secretary, Department of Investment and Public Asset Management, Ministry of Finance vice Atanu Chakraborty.
  • R S Shukla (IAS:1986:WB), presently in the cadre, appointed as Secretary, Ministry of Parliamentary Affairs against existing vacancy.
  • G V Venugopala Sarma (IAS:1986:OR), presently in the cadre, appointed as Member Secretary, National Disaster Management Authority (NDMA) in the rank and pay of Secretary by temporarily upgrading the post.
  • Guruprasad Mohapatra (IAS:1986:GJ), presently Chairman, AAI, appointed as Secretary, Department for Promotion of Industry and Internal Trade Ministry of Commerce & Industry. He replaces Ramesh Abhishek (IAS:1982:BH) retiring this month end.
  • Ravi Capoor (IAS:1986:AM), presently in the cadre, appointed as Secretary, Ministry of Textiles against existing vacancy.
  • Atul Chaturvedi (IAS:1986:AM), presently Additional Secretary, Department for Promotion of Industry and Internal Trade, appointed as Secretary, Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying. He replaces  Tarun Shridhar (IAS:1984:HP) retiring this month end.
  • P D Vaghela (IAS:1986:GJ), presently in the cadre, appointed as Secretary, Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers.

Dev is new Chief Secretary of Delhi

This may not be a heartening news for Delhi Chief Minister Arvind Kejriwal as he would have to work with a man who rarely gels well with the 'street-smart' political masters.


NaMo administration has picked Vijay Dev (IAS:1987:UT) as the new Chief Secretary of Delhi; a post which fell vacant last week following the appointment of Anshu Prakash (IAS:1986:UT) as Additional Secretary, Department of Telecommunications. Presently, Dev is Chief Electoral Officer (CEO) of Delhi.

 

Previously, two names did rounds for the coveted job namely; Naresh Kumar (IAS:1987:UT) and Manoj Kumar Parida (IAS:1986:UT) but, Vijay Dev's name was, on Friday, cleared by the NaMo administration.

 

Dev was holding the charge of Chief Electoral Officer (CEO) of Delhi since July this year. He has served as CEO Delhi between 2012 and 2014 as well. He will take over as the Chief Secretary once the Election Commission relieves him. He has also served as the UT adviser in Chandigarh for around 15 months in 2015-2016. Later, he came back to Delhi as the DG in the Ministry of Skill Development.

Indianmandarins has reliably learned that the Centre may pick up Manoj Kumar Parida (IAS:1986:UT) as the new Chief Secretary of Govt of NCT of Delhi. The post fell vacant after the appointment of Anshu Prakash (IAS:1986:UT) as Additional Secretary in the Department of Telecom.

 

Parida, Prakash’s batchmate, is Additional Chief Secretary, Home, PWD & General Administration Department. He has already served as CS, Puduchhery.

 

Also in the race to become CS is Naresh Kumar (IAS:1987:UT) who is currently serving as the Chairman of New Delhi Municipal Council (NMDC).

 

Prakash’s transfer is being described as “not exactly rewarding”. He was appointed Chief Secretary of Delhi in December last year. He hit headlines in February this year when he was allegedly assaulted at the hands of AAP MLAs at a midnight meeting at CM Arvind Kejriwal’s residence.

The issue of luncheon meet at the residence of chief minister Arwind Kejriwal’s residence in February 2016 has not been resolved till date. The occasion was luncheon meet on completion of Kejriwal’s one year in office. Each thali served at the lunch was worth Rs ten thousand. And the total cost of the luncheon meet was enormous. The Directorate of Information and Publicity had asked DTTDC to arrange the lunch. The DTTDC engaged the services of a five-star hotel to serve the lunch. The hotel raised its bill.


According to Delhi government rules, chief minister can host a lunch and the bills can be paid at the rate of Rs 1200. The gap of government approved rate of Rs 1200 and the bill raised by the DTTDC at the rate of Rs ten thousand per plate is huge.


How to approve this file is a big issue. Chief Secretary took a meeting on this issue nearly one month ago but the file is still pending. The five-star hotel is consistently approaching for payment but the chief minister’s office or the DTTDC has no answer.
