Power corridors are abuzz that Parvez Hayat (IPS:1984:JH) may be named as the new Director of Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science (LNJP NICF) under the Ministry of Home Affairs. However, there are also issues that may stall his appointment. Currently, he is serving as an Additional Director General in Bureau of Police Research & Development (BPR&D).
The post is expected to fall vacant as S Javeed Ahmed (IPS:1984:UP), the incumbent Director of NICF, may be shifted to BPR&D. The NICF chief post is an ADG rank post but sometimes it is temporarily upgraded to the DG rank. Having empanelled as a DG in Govt of India, Javed Ahmed may be appointed as DG, BPR&D whereas Parvez Hayat could not be empanelled as DG and hence he may be laterally shifted from BPR&D to NICF.
It may be noted that NICF, set up in January 1972, caters for the ground level requirements of the Criminal Justice Administration of the country by way of providing a comprehensive facility for teaching, training, research, and consultancy in the fields of Criminology & Forensic Science.
