Indianmandarins has learnt that Dharmendra (IPS:1984:UT) may be appointed new Commissioner of the Bureau of Civil Aviation Security (BCAS). The post has been vacant for two years after the previous Commissioner Gurjot Singh Malhi (IPS:1974:HY) retired on October 31, 2013. Currently Bibhuti Bhushan Dash (IPS:1987:WB), Additional Commissioner, is officiating as BCAS head.
Interestingly, the earlier panel comprising two officers A P Maheshwari (IPS:1984:UP) and Satish Chandra Jha (IPS:1981:BH) was scrapped last week and a fresh process was initiated to form a new panel. Reportedly, Dharmendra is not only shortlisted for the new panel but also has better prospects to get the prized post.
Dharmendra is also said to be in the race for the post of Delhi Police Commissioner as his name figures on the panel list which was sent to the MHA by Lt Governor Najib Jung last week. However, it is believed that Alok Kumar Verma could have better chances to get the post of Delhi police chief. This could be the reason for forwarding Dharmendra's name for Commissioner of the BCAS.
May it be noted that the IPS Association has fought vigorously to keep the post of BCAS Commissioner for its cadre officers in the face of attempts by IAS officers to corner it for themselves. In January 2015, the ACC had ratified the proposal of the Civil Aviation Ministry to downgrade the post of BCAS Commissioner to the rank of Additional Secretary. According to the new provision, the chief of BCAS requires only three years of experience in security-related assignment whereas the second-in-command has to have 10 years of experience.
