Kali for woman. That's what one of the posters in a 'Ministry building' screamed long ago. Now it's happening out there. A Union cabinet Minister has given extraordinarily low 4.5 marks (out of 10) to three senior IAS officers holding Joint Secretary posts. It seems to have achieved its objective - of terrorizing officers and compelling them to toe her line. But it has failed to generate goodwill that is a key ingredient to projecting her in the public as an efficient administrator who gets things done in the service of the country and people. And this lack of efficiency are now cited everywhere in the corridors of power, where she is described as a "bad work-woman fighting with her tools" to cover up her own intellectual and mental deficiencies. Among the officers whose career she has sought to axe is one belonging to 1988 batch, the second to 1991 batch & the  third one to 1985 batch. Two of these three officers are no longer serving in the ministry but one of them is still around. Of course, the minister's move could be challenged and would be challenged since IAS officers are allowed under rules and regulations governing their services to represent against any adverse remark or comment in their ACRs that are critical documents to their future posting and promotions. In case the adverse remarks of the minister are deleted from the ACRs of the officers concerned by the cadre controlling authority of these officers, the minister couldn't but suffer a huge loss of face in the administration.
