New Delhi: (15.10.2025): The Appointments Committee of the Cabinet (ACC) has cleared the empanelment of 10 officers from various services, batches and cadres of Indian Railway Service of Electrical Engineers (IRSEE), Indian Railway Service of Mechanical Engineers (IRSME), Indian Police Service (IPS) and Indian Telecommunications Service (ITS) for holding the Joint Secretary or Joint Secretary Equivalent rank posts at the Centre. The newly empanelled officers are now eligible for postings at the Joint Secretary or Joint Secretary Equivalent level. The names of these officers are as follows:-
Indian Railway Service of Electrical Engineers (IRSEE)

  2. Prem Chand Lochab (IRSEE: 2002)
  3. Satish Kumar (IRSEE: 2002)
  4. Sumit Garg (IRSEE: 2002)
  5. Vipin Pal Singh (IRSEE: 2002)
Indian Railway Service of Mechanical Engineers (IRSME)
  1. Amit Sinha (IRSME: 2002)
  2. Brijesh Kumar Pandey (IRSME: 2002)
  3. Vinamra Mishra (IRSME: 2002)
Indian Police Service (IPS)
  1. Ashwin M Kotnis (IPS: 2003)
Indian Telecommunications Service (ITS)
