New Delhi (18.11.2022): Swinging a surprise the incumbent Union Secretary Arun Goel (IAS:1985:PB) takes VRS six weeks ahead of his retirement i.e. 31.12.2022. Currently, Goel is working as Secretary, Ministry of Heavy Industries. 
The Govt of India announced the acceptance of Goel’s VRS request Friday late evening and notified the appointment of Kamran Rizwi (IAS:1991:UP) as Secretary vice Goel w.e.f. 19.11.2022.
It may be underlined that the Centre had on 19.10.2022 appointed Rizwi as OSD in the Ministry of Heavy Industries till Goel’s retirement (31.12.2022).
Has the Centre something to offer to Goel or vice versa?   
A small section of civil servants throws a clue that AAP may have offered a key post-retirement position in Punjab whereas another section believes that VRS provides freedom from the mandatory one-year 'cooling off' for a post-retirement private job.    
The reasons for Goel’s VRS is not known yet but it has evoked speculations on his next move.
