secretary-level-appointments-reading-between-the-linesStarting its day with Yoga in the morning, the NaMo administration on Wednesday effected a major official reshuffle as the sun was about to set over Delhi's skies. The observations and features of major rejig may be underlined as follows: The reshuffle has generated a lot of speculations and interpretations particularly relating to Rajiv Gauba (IAS:1982:JH) who was appointed as Home Secretary-designate; Subhash C Garg (IAS:1983:RJ) as Secretary, Dept of Economic Affairs, and Ajay Mittal (IAS:1982:HP), Secretary, DOPT. It is may be noted that the next Lok Sabha elections (2019) will be held during the tenure of Gauba as Home Secretary whereas Garg will have the opportunity of crafting the Union budget till 2020. The appointments in the Ministries of Power, Telecom, Shipping & Road Transport & Highways also drew a lot of attention. Some of the postings in Telecom and MoRTH were long overdue. In total, 16 departments & ministries were provided with new secretaries. NHAI got new Chairman whereas 05 IAS officers were in-situ promoted to the rank of Secretary (Apex Scale) and designated as Special Secretary in the same ministry/dept. The average tenure of seven Secretaries who were laterally shifted from one Dept to another comes to approx 07 months. However, if the Culture Secretary's tenure is excluded, the average tenure of 06 secretaries declines to 05 months. Two secretary-rank posts still remain vacant as they were not taken up in yesterday's rejig Secretary, Ministry of Ayush, and Secretary, Inter-State Council Secretariat. Officers from 1982, 1983 and 1984 batch of IAS faced much of the churning whereas 1985 batch officers remained out of the purview despite their empanelment as Secretary/Secretary-equivalent. From the 1980 batch, only one lateral shift was observed - that of M K Sinha who was shifted fro Culture to I&B. Out of the 16 IAS officers appointed as Secretaries, 09 officers were appointed as Secretary for the first time whereas 07 saw a lateral shift from one Dept/Ministry to another. D S Mishra (IAS:1984:UP) is the only one who was in-situ appointed as Secretary, MoUD. Deepak Kumar too got the first posting post empanelment as Chairman, NHAI - an independent assignment. From the 1983 batch, Yudhvir Singh Malik (IAS:HY) and Subhash C Garg (IAS:RJ) became Secretary for the first time whereas 07 IAS officers from the 1984 batch were freshly appointed as Secretary. They were D S Mishra (UP), A K Panda (OR), Ravi Kant (BH), Anand Kumar (KL), A P Sawhney (AP) and A K Bhalla (AM). Many found it difficult to understand the implications of lateral appointments of J P Meena (IAS:1983:AM) and Avinash K Srivastava (IAS:1982:UP) who replaced each other in the same ministry. In a rare and peculiar situation in the Ministry of Shipping, IWAI Chairman, Ms Nutan Guha Biswas (IAS:1983:UT), is senior to her new Secretary Ravi Kant (IAS:1984:BH). However, it hardly matters as IWAI is an independent assignment. Further, Additional Secretary Shipping Alok Kumar Srivastava (IAS:1984:MP) has got (in-situ) promotion in the rank of Special Secretary rank in. The reshuffling exercise also left many posts vacant. Two Secretary level posts (Culture & Border Management) fell vacant and 08 posts of Additional Secretary rank fell vacant in various departments and ministries. The latter includes AS Defence; DG ESIC; ED, IMF; AS, Urban development; AS Health & Family Welfare; MD, NHIDCL; DG, DGFT, and AS, Petroleum & Natural Gas.
