SCSC route for CMD, Oil India Ltd: a sequel of selection & rejection

scsc-route-for-cmd-oil-india-ltd-a-curious-case-of-selection-rejection Indianmandarins has learnt that the ACC has approved the constitution of a search-cum-selection-committee (SCSC), headed by union cabinet secretary, to fill the post of CMD, OIL. The other members of the SCSC are DOPT Secretary, Secretary P&NG, a former CMD of a CPSE and probably Secretary, DHI. The current CMD, The post is lying vacant since July 01, 2015. U P Singh (JS, Petroleum) was given the additional charge of CMD, OIL after S K Srivastava retired on June 30, 2015. Earlier it was rumored that the previous panel of Ms R S Borah (Director, Finance) OIL, may be re-validated. But the latest credible information suggests that it is unlikely now as a five member SCSC has already been constituted. After the selection and appointment of NTPC CMD, it is the second time that the PESB route for selection of CMD stands bypassed. Not that the PESB route was not tried in the selection of OIL CMD. Indeed it was , but it failed to select a candidate that could be acceptable to the ACC. For the post of OIL CMD, the PESB first held the selection interview on November 21, 2014 where Ms Roopshikha Saikia Borah (Director, Finance, OIL) was selected, but the ACC rejected the recommendation. The PESB second recommendation (dated February 10, 2015) for appointing her was also rejected. In the third round (on September 09, 2015) the PESB found no one suitable. And that's where the idea of constituting the SCSC was born.
