New Delhi (13.10.2025): The tragic suicide of a promising Haryana-cadre IPS officer, Y Puran Kumar, has spotlighted allegations of severe caste discrimination and administrative harassment within state's bureaucracy. However, the path to justice, which appeared fraught, has found an unrelenting champion in the deceased Dalit officer's wife, a senior IAS officer Amneet P Kumar, whose firm stance is forcing perceptible action from the state government.
The sheer determination of the IAS officer is evident from the fact that the family did not allow the post-mortem of the deceased IG-rank officer until their core demands for accountability were met. This resolute stand, coupled with media intervention and pressure from other quarters, expedited the process of filing a First Information Report (FIR), which sources suggest took an inordinate delay despite the deceased and his wife belonging to the top echelons of the bureaucracy.
The Suicide Note and its Fallout
On October 7, 2025, Puran Kumar shot himself at his Chandigarh residence, leaving behind a scathing nine-page suicide note. The note names twelve officers, including the serving Haryana DGP Shatrujeet Singh Kapur, accusing them of mental harassment, discrimination, and administrative bias. Kumar also made a will in the note, bequeathing all his property to his wife.
The fact that an officer with over two decades of service would name senior colleagues, fully aware of the serious repercussions, underscores the extreme level of harassment he was subjected to. The note specifically alleges that the DGP repeatedly harassed him by issuing unnecessary notices.
Among the twelve named officers are two IAS officers, who are accused in the note of administrative interference, bias in official reviews (ACRs), and discrimination in postings.
Action Taken vs. Demands
Following the initial uproar, an FIR has been registered, including charges of abetment to suicide. One officer mentioned in the note, Narendra Bijarniya, has been transferred from his current posting.
However, the family’s main demand remains the immediate sacking or removal of the DGP whose name is mentioned in the suicide note. Sources indicate that despite the immense pressure from the political and administrative spheres, the Haryana DGP is reportedly unwilling to proceed on leave, creating a further deadlock.
Furthermore, Indianmandarins sources reveal internal dynamics that may have contributed to the crisis. It is believed that the deceased officer was being held responsible for the alleged unfair practice involving his gunner. Additionally, the officer's promotion to IG rank, reportedly secured with the help of a politician against the explicit wishes of the police chief, had created deep fissures with the State DGP.
The mounting pressure on the Haryana government has forced Chief Minister Nayab Singh Saini to intervene publicly. The CM has issued a firm assurance that "justice would be ensured and no one would be spared regardless of their status," promising a thorough investigation and stating that "anyone who harasses any person will not be forgiven."
The focus now shifts to the state administration's next course of action—specifically, the political decision on the fate of the DGP and the two named IAS officers, which is being keenly watched across the bureaucracy.
