Rashmi, who served in Govt of India as Special Secretary (MoEF&CC), was pre-maturely repatriated to his cadre state of Manipur three months ahead of his retirement; scheduled in Sept 2017. It may be noted that Nabakishore sought VRS (w.e.f. 09 October 2017) citing "personal reasons" despite having two and a half years to retire. His application for VRS is seen as his protest against his transfer from the coveted post. Nabakishore on Sept 30 2015 became the first Chief Secretary from among the Meiteis, the majority community in the region. Protests were held and women activists blocked the highway at Ningthoukhong in Bishnupur district, the hometown of Nabakishore, for the second day on Friday in protest against the transfer. He also appealed to the people to maintain peace and not launch protests. It is also speculated that he may join politics.
