Once a powerful UT cadre IAS officer, once placed firmly in North Block, has been in troubles ever since he repatriated from Centre to cadre and got posted in the UT outside Delhi. For around three years, LG has been evaluating him in terms of APAR marking below four. Though he gave representation to the cadre controlling authority i.e. MHA and higher authorities got convinced to raise his APAR for the last two APARs above nine.

Now for the third time, he finds it difficult to get what he deserves. Those in the know of the affairs say that cadre controlling authorities are considerate about him but they can not help him serving under another LG. Insiders say that it's not the officer but the CM who has been at loggerheads with the LG and having been identified with the CM, the officer has constantly been paying the price for the same.

In fact, the LG has been among a few toughest civil servants throughout the career and sometimes has been famously infamous to work on own terms. Another, senior IAS officer too was once the victim of getting low marking in APAR but somehow he convinced the cadre controlling authorities through representation against the same. Later the Centre considered his awkward position in service and brought him back Delhi and later made him Adviser to the Administrator in UT outside Delhi. But in the given case the officer’s trouble does not appear to be over so easily.
