Notification announcing the amalgamating of police forces in six Union Territories was issued on September 25 by the Ministry of Home Affairs known as the ‘NCT of Delhi, A&N Islands, Lakshadweep, Daman and Diu, Dadra and Nagar Haveli and Chandigarh (Police Service) Rules 2018.’

As per the new framework Non-IPS officers could be posted in any of the six UTs and will be at the disposal of MHA. The step is being viewed as the first step towards the creation of a central police cadre which would allow the posting of police personnel across the country irrespective of the force they are initially inducted into.

The new rules would cover aprox 533 posts of Assistant Commissioner and Dy SP. The Rules will come into effect upon the promotion or direct recruitment of Inspectors to the post of ACP. Half of the posts at the ACP rank will be filled through direct recruitment and the other half through promotion. Earlier these postings were decided by the respective UT administrators.

Reportedly, a central pool allowing inter-transferability would also ensure that local police personnel do not fall prey to serving vested interests in their home services and ensure that they don’t become complacent.
