A 1991 batch Uttarakhand IAS officer, Dr Umakant Panwar, applied for VRS on August 03 which the state govt straightaway accepted on August 10. However, the same day, it appointed him as the first CEO of Uttarakhand State Center for Public Policy & Good Governance (USCPP&GG) - an institution which came into existence only in July this year only. The Uttarakhand Govt cast this institution on the pattern of Niti Aayog. This new precedent has raised questions regarding the competence of the state government accepting the VRS of an All India Service officer. It may be noted that AIS officers (IAS, IPS & IFoS) are appointed by the President of India and hence the dismissal, removal & compulsory retirement of AIS officers do not fall under the jurisdiction of state govts. The Govt of India is the copmpetent authority to accept the VRS of AIS officers. State Govts are pnly authorized to send recommendations which may or may not be accepted by the Centre.Therefore, officers are wondering whether the order of appointment of Panwar is technically correct or not. Though, few experts on personnel issues say that the State Govt is competent to accept VRS if the officer (AIS) is above 50 years age.
