niti-aayog-calls-for-judicial-performance-index In its draft three-year action agenda, Niti Aayog has called for an introduction of a 'judicial performance index' to check the delays in trial and to address the issue of pendency of cases. The government think tank has pointed out that the index could help HCs and HC chief justices to keep track of performance and process improvement at the district courts and subordinate levels for reducing delays. The report also underlined the need to speed up decision-making process in corruption cases. It has pitched for the need to set up a separate administrative cadre in the judiciary, which should report to the chief justice in each high court, to maintain judicial independence and free judges from administrative responsibilities which will give them more time to hear cases and write judgments. To decongest the courts, the Aayog has suggested shifting workload out of regular courts by way of setting up Commercial Courts, Commercial Division and Commercial Appellate Division under High Courts Act, 2015. It has recommended setting up special courts for traffic and police challan cases, which make up 37.4% of the total number of cases.
