Indianmandarins has reliably learnt that the Govt may name Ms Latha Krishna Rao (IAS:1982:KN) as the new secretary of the Department of Rural Department. The post has been lying vacant since February 29 following the retirement of Jugal Kishore Mohapatra (IAS:1978:OR). Currently she is serving in the state.
Officials have been wondering why the post was kept vacant for so long since the PM announced that the rural sector was his priority area. Speculations have been rife that it was done to accommodate a 1982 batch IAS officer of Himachal Pradesh cadre or a 1983 batch IAS officer who are credited with a thorough knowledge of, and experience in, rural development. But this scheme of things seems to have gone haywire.
