Indianmandarins has reliably learned that altogether 37 Directors (CSS) are under consideration empanelment as Joint Secretary in Govt of India. It is the CSS cadre which is considered the backbone of the country's bureaucracy and constitutes the institutional memory. The batches of CSS officers who were promoted as Director in 2011 and 2012 are being empanelled for JS level. Reportedly, 22 officers belong to the 2011 batch of Directors and 15 belong to 2012 batch. It is also learned that approx 28 CSS officers may find themselves on the empanelment list by the end of May this year. After crossing the several levels of procedures, the empanelment matter has reached the the office of Establishment Officer (DOPT). At the moment, the issue is awaiting CVC clearance. This will be then taken up by the Expert Committee for the final report. This will be then sent to the Appointments Committee of the Cabinet for the final approval. It may be noted that CSS officers gain eligibility to become JS after three years of promotion to the Director level. In view of this, the 2011 and 2012 batch officers had become eligible for JS empanelment in 2014 and 2015.
