Two peculiar situations drew attention this week after ACC and PESB cleared the appointment and selection for Board-level positions in GAIL and CMPDIL respectively.
ACC has cleared the appointment of Manoj Jain (ED, GAIL) to the post of Director (Business Development) in GAIL whereas public sector headhunter (PESB) has selected Kaushalendra Kumar Mishra (GM, CCL) for the post of Director (Technical), CMPDIL. Interestingly, there were twists in the process of selection, recommendation and appointment to both the posts.
For GAIL, PESB had, on 04 July 2017, selected Rajeev Kumar Mathur (MD, Mahanagar Gas Ltd) but the ACC on May 30 endorsed the appointment of Manoj Jain (ED, GAIL). As per rules, the concerned ministry has the right to object to the selected name and it may send another name, selected by PESB to ACC for ratification. In present case, Ministry of Petroleum and Natural Gas had objected on Mathur's selection. Reportedly, Mathur raised the matter with ACC which asked the ministry to send the name. Later, ministry sent Manoj Jain's name following which ACC endorsed his appointment.
Selection for the post of Director (Technical) in CMPDIL too had a twist. PESB selected Kaushalendra Kumar Mishra (GM, CCL) for the post. PESB had, on 23 August 2017, selected Rabindra Nath Jha for the post but later Coal Ministry wrote to PESB to reconsider its selection. Reportedly, Coal Ministry's objection prompted the PESB to re-advertise the post which resulted into the selection of Kaushalendra Kumar Mishra (GM, CCL).
