New Delhi (08.02.2021): The Department of Personnel & Training (DoPT) has cleared the first lot of five IAS officers for inter-cadre deputation to the Union Territory of J&K. The list of officers for the second lot is under processing.

As reported first by Indianmandarins, the new UT is acutely short of IAS and IPS officers, and the MHA has been keen to deploy more officers in the state on the inter-cadre deputation basis. So officers were asked to express their interest in posting to the new UT and a list was accordingly prepared.

Athar Aamir Ul Shafi Khan, a resident of Kashmir and from 2016 batch IAS of Rajasthan cadre, Akshay Labroo from Jammu, a 2018 batch officer of Tripura cadre, Basharat Qayoom of 2016 batch from Ganderbal (Kashmir) of Jharkhand cadre, and Rahul Pandey and Krittika Jyotsna of 2015 batch from Uttar Pradesh cadre figure among the first lot posted to the UT of J&K.

To post these officers on inter-cadre deputation, the DoPT relaxed the clause of a minimum of nine years of service for the IAS officers.

Basharat Qayoom, Akshay Labroo, and Athar Aamir Ul Shafi Khan have been given three years, while the inter-cadre deputation of Rahul Pandey and Krittika Jyotsna will be for a period of two years.

It is pointed out that during the past few years, a number of youths from J&K have qualified for IAS but most couldn’t get home State/UT due to less number of available posts and they were allotted cadre of other States.

The freshers may be delighted by the Government's decision on the inter-cadre deputation as they may get a chance to serve in their home UT.

Reportedly, in the current batch of IAS for which cadre allocation was recently done by the DoPT, J&K  candidates were allotted Telangana, West Bengal, Gujarat, etc. Only a female Civil Services qualifier from Ladakh was allotted AGMUT cadre and she might get posted in Jammu and Kashmir. So the new officers may be inclined to serve in their own home state.
