New Delhi (18.02.2026): Aiming at stabilizing top-tier leadership at Indian Railways, the Appointments Committee of the Cabinet (ACC) on Tuesday cleared the simultaneous empanelment and appointment of eight officers to the rank of General Manager (Level-16).

The move is significant for its "clean-sweep" approach, filling critical vacancies across production units and zonal headquarters. However, the high rejection rate of the exercise stands out, as the ACC underlined that 56 officers failed to make the cut for the 2025 panel, reflecting a stringent vetting process under the new promotion regime.

The 1989 Batch Sweep:
The ACC’s decision is dominated entirely by the 1989 batch, ensuring a uniform seniority structure and suggests long-term stability at the GM level. Six of the eight officers have a residual service period stretching until 2028.

The list of newly empanelled and appointed to Level-16 posts goes as follows:
  1. Manoranjan Pradhan (IRSS: 1989)- GM, Rail Wheel Factory (Yelahanka)
  2. Ashutosh Pant (IRSEE: 1989)- GM, Banaras Locomotive Works (Varanasi) 
  3. Prabhas Dansana (IRTS: 1989)- DG, Research, Designs, Standards Organisation
  4. Mohit Chandra (IRSEE: 1989)- GM, Chittaranjan Locomotive Works (Chittaranjan)
  5. Rajesh Kumar Pandey (IRSSE: 1989) GM, Northern Railway (New Delhi)
  6. Shalabh Goel (IRSEE: 1989) GM, Central Railway (Mumbai)
  7. Ashish Bansal (IRSE: 1989) GM, Northeast Frontier Railway (Construction), Guwahati
  8. Ajay Nandan (IRSME: 1989) GM, Rail Coach Factory (Kapurthala)

Longest Runway Vs Earliest Departure: 
It may be underlined that among the eight Manoranjan Pradhan (IRSS), moving to RWF (Yelahanka), will be the first to demit office in February 2028 while Ajay Nandan (IRSME), GM RCF, holds the longest service term, retiring in June 2029.

The Northern Railway transition; A Strategic Lateral Shift:  
What draws the attention most is the strategic lateral shift of Ashok Kumar Verma (1987) from the high-profile charge of Northern Railway to a low key profile at Allahabad as GM, CORE. The succession of Rajesh Kumar Pandey (IRSSE: 1989), signals a generational shift at the New Delhi-headquartered zone.

IRMS Turns Obsolete:
All GMs were supposed to be in a new cadre called the IRMS but no mention of the IRMS in these promotions suggests that IRMS turns out to be an obsolete
