It is a great paradox. Though it keeps happening regularly, still it is considered rare in nature. A recently-passed ACC order went almost un-noticed.
The ACC order dated 14 February kept the Recruitment Rules (RRs) in abeyance to pave the way for the appointment of Raghavendra Singh (IAS:1983:WB) to the post of Director-General, National Archives of India, Ministry of Culture, in the rank and pay of Secretary, by temporarily upgrading the post to the level of Secretary for a period of two years.
The ACC order said 'Shri Raghvendra Singh, lAS (WB 83), Additional Secretary, Ministry of Agriculture, Cooperation& Farmers Welfare is appointed as Director-General, National Archives of India, Ministry of Culture, in the rank and pay of Secretary, by temporarily upgrading the post to the level of Secretary for a period of two years or until further orders, by keeping the RRs for the post in abeyance.'
Every govt does it and so did the NaMo administration but with a different approach. There are many who observed whether the RRs could be kept in abeyance or not. In fact, RRs are considered as 'Magna Carta' and 'Constitution' of any service which can not be ignored.
For instance, everybody knows that the implementation of cadre restructuring for CBDT and CBEC was delayed for several months on the ground that the RRs were not finalized as it was mandatory to the implementation of decisions and provisions.
Senior officials said that this paradox is common and is practiced by every govt. There are also officials who believe that the paradox is merely a matter of perception.
