In a momentous move, Lieutenant Governor Anil Baijal has empowered the Delhi's civil administration to decide on transfer of IPS officers serving in Delhi Police - a matter which was the sole prerogative of the city's police commissioner so far.
L-G, on Tuesday, ordered the formation of Civil Service Board (CSB). Delhi Chief Secretary will head the CSB as Chairperson whereas Principal Secretary (Home), senior most Principal Pecretary, and Delhi Police Commissioner will be part of the CSB as members.
The decision assumes significance as it grants the civil administration substantial power over the Delhi Police, for the first time, which comes under the Union Home Ministry.
Although the decision does not directly empower the elected government of NCR. Though Delhi's AAP Govt, which has been fighting for control over Delhi Police since year 2015, does not see any reason to be happy but it is widely believed that much would also depend on equation between AAP ministers and bureaucrats on the board.
