Despite a clear-cut direction from the Supreme Court to protect the identity of a whistleblower in a corruption case, the Central Bureau of Investigation (CBI) which has been probing financial mismanagement at Rifle Factory Ishapore (RFI) under Ordnance Factory Board (OFB) has made public the whistleblower's name, who had exposed the fraud amounting to at least Rs 30 crore. He had pursued the matter for more than two years despite pressure and internal non-cooperation.
The CBI's Anti-Corruption Bureau (ACB) office in Kolkata, which registered a FIR on October 17 following a complaint from OFB chief vigilance officer Gautam Mandal, has named the whistleblower in an annexure and identified him as 'whistleblower'.
A FIR, which is a public document, can be accessed by those accused of corruption, all of whom are ranked higher than the officer. So the naming of the whistleblower by the CBI may endanger the safety and security of the whistleblower concerned.
