Patna (01.12.2025): The Bihar Institute of Public Administration and Rural Development (BIPARD) signed a Memorandum of Agreement (MoA) with the Indian Railway Finance Corporation (IRFC), a Navratna Public Sector Enterprise under the Ministry of Railways, for an employment-linked skill development initiative at the newly established BIPARD Skill Park, Patna.
Under this collaboration, IRFC will extend a CSR grant of ₹10 crore to support advanced training programmes designed to provide global certifications in SAP ERP, CCNA networking, foreign languages, and other industry-oriented skill tracks. The initiative aims to train 1,275 youth of Bihar, particularly targeting those from underprivileged backgrounds, and to ensure robust placement opportunities in India and abroad, thereby enhancing Bihar’s skilled workforce ecosystem.
BIPARD Skill Park:- A first-of-its-kind initiative in the state—is equipped with technology-enabled classrooms, advanced labs, licensed SAP infrastructure, foreign language training modules, and fully residential amenities including accommodation, meals, and uniforms provided free of cost to every beneficiary.
Speaking on the occasion, Manoj Kumar Dubey, Chairman & Managing Director, IRFC, said, “At IRFC, we strongly believe that true nation-building happens when youth are equipped with the right skills to compete on a global stage. This partnership with BIPARD is not just a CSR initiative—it is an investment in Bihar’s future workforce and India’s vision of becoming a global talent powerhouse. By offering world-class training and international career opportunities, we aim to ensure that no young mind is held back due to lack of resources or access.”
He further added, “Bihar’s youth possess immense potential. With the right training and exposure, they can become architects of India’s economic growth and ambassadors of our nation’s capabilities across the world.”
Senior officials from both organisations highlighted the transformative impact of such partnerships on regional skill development and employment. The collaboration aligns with Bihar’s vision of transforming into a hub of skilled professionals and global talent by 2047, addressing low workforce participation and skill gap challenges highlighted in recent studies.
