Ranchi (30.09.2025): Ending days of intense speculation and power-play whispers in bureaucratic circles, the Jharkhand government on Tuesday formally appointed Avinash Kumar (IAS: 1993) as the new Chief Secretary of the state. Kumar, a native of Bokaro Steel City, takes the reins from Alka Tiwari (IAS: 1988), who retired after her term concluded.
Kumar, widely regarded as a trusted bureaucrat and a key strategist in the current administration, moves into the state's top administrative post after successfully navigating the crucial portfolio of Principal Secretary to the Chief Minister. His appointment ensures a degree of continuity and stability, a factor that is said to have heavily weighed in the Chief Minister's decision.
A 1993-batch Indian Administrative Service officer from the state cadre, Avinash Kumar’s residual service until August 2029 is seen as a significant advantage, potentially providing the state with over three years of stable leadership at the highest bureaucratic level.
Before his elevation, Kumar was already a heavyweight in the state administration, holding multiple crucial charges, including Additional Chief Secretary, Power, Development Commissioner, Chief Resident Commissioner (Delhi), and the chairmanship of the Jharkhand Power Development Corporation.
The formal announcement comes after a period of prolonged conjecture, which saw the name of a Union Secretary on central deputation also being discussed as a potential contender. However, the state government ultimately opted for a trusted insider who has been at the helm of affairs from the Chief Minister's office, solidifying his role as the administration's most powerful executive.
