The appointment of Jatindra Nath Swain (IAS:1988:TN) as Managing Director, Solar Energy Corporation of India Ltd. SECI came under scanner after the Delhi High Court, on 05 December, admitted the Public Interest Litigation (PIL) filed by Dr Arun Kumar, Member Parliament (LS). Kumar, also Member of Parliamentary Standing Committee on Energy, challenged the pick and chose policy adopted for the said appointment in violation of Recruitment Rules and Procedures by the Appointment Committee of Cabinet (ACC). High Court has issued notice to Establishment Officer (DOPT) and Secretary, Appointment Committee of the Cabinet and others to file their replies.
