The Election Commission on Friday ordered the transfer of trouble-maker Chief Secretary Anil Chandra Punetha and posted IAS officer L V Subrahmanyam in his place.


Further Naidu's move to make a junior IPS officer, Shankha Brata Bagchi, the new chief of the state Anti-Corruption Bureau, superseding several senior officers when the Model Code of Conduct is on has raised the eyebrows in the state as well as in the central government.

 

The EC's Friday order directed the state government to effect its order on Punetha's transfer by Saturday forenoon. It has further directed that Punetha, scheduled to retire from service end-May, be posted to a 'non-election' position.

 

The poll panel was provoked to do this as the Andhra Pradesh government reportedly refused to shift three IPS officers -- Director General of Police (Intelligence) AB Venkateswara Rao and two Superintendents of Police -- in violation of EC instructions.

 

Punetha had also filed a writ petition in the Andhra Pradesh High Court on March 27, challenging the EC order transferring DG (Intelligence) Rao, contending that the EC did not have "untrammeled powers" to interfere with the course of administration that is unconnected to polling.

 

The High Court rejected the petition last Friday, forcing him to issue an order shifting the DG (intelligence).

 

The Chief Secretary had, in fact, complied with the EC order Tuesday midnight and transferred the Intelligence DG, along with the two districts SPs. But on pressure from the state CM, he canceled the Intelligence chief's transfer order on Wednesday morning.
