NRA Explained: The game-changer decision would streamline recruitment process

The Union Cabinet headed by Prime Minister Narendra Modi on Wednesday decided to set up a National Recruitment Agency (NRA) that will conduct a common preliminary examination for recruitments to various Group B & C (non -technical) posts in the central government. The NRA will conduct a common preliminary examination for various recruitments in the central government. 

The incumbent DoPT Secretary C Chandramouli says that approx. 03 Crs candidates appear for about 1.24 lakh vacancies in the central government every year.

As of now, candidates/aspirants require to take different exams conducted by various agencies for central government jobs which are expensive, time-consuming, painful, full of uncertainties due to inordinate delays.  

The NRA, once set up, would turn out to be a boon for the employable youths. It will conduct a common eligibility test (CET) in multiple languages (12 languages) and based on the CET score a candidate can apply for a vacancy with the respective agency.

The CET score of a candidate shall be valid for a period of three years from the date of declaration of the result. While there will be no restriction on the number of attempts to be taken by a candidate to appear in the CET, it will be subject to the upper age limit. However, the relaxation in the upper age limit shall be given to candidates of SC/ST/OBC and other categories as per the reservation policy.

Initially, NRA will organize a CET to shortlist candidates for the Group B & C (non -technical) posts, which are now being conducted by the Railways Recruitment Board (RRB), Staff Selection Commission (SSC), and Institute of Banking Personnel Selection (IBPS). Later on, more exams may be brought under NRA umbrella.

NRA will have representatives from RRB, SSC, IBPS and the test will be conducted for three levels: graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates.

However, the present recruitment agencies will remain in place. Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialized Tiers (II, III, etc.) of examination which shall be conducted by the respective recruitment agencies. The curriculum for CET would be common. 

To make it easier, cheaper, and accessible for candidates, examination centres would be set up in every district of the country. The Govt aims at creating examination infrastructure in the 117 ‘Aspirational Districts’.

Initially, the Union Cabinet has approved an amount of Rs 1517.57 crore, for a period of three years, for setting up of NRA, and examination centres in ‘aspirational districts’.

The single eligibility test would “significantly reduce” the recruitment cycle. Even some of the ministries and departments have indicated their intention to do away with any second-level test and go ahead with the recruitment on the basis of CET scores, Physical Tests and Medical examination, say sources.

If top sources are to be believed, the NaMo administration is considering the merger of departments under the Ministry of Sports and Youth Affairs. Reportedly, the matter has already been discussed with Prime Minister who had apparently given his consent but then he was not in haste to implement the merger of Department of Youth Affairs and Department of Sports. When the outgoing Youth Affairs Secretary Ms Upma Choudhary (IAS:1983:HP) is retiring this month and Radhey Shyam Julania (IAS:1985:MP) may remain as the torch bearer in the ministry. Amid the new list of Secretary level appointments and reshuffle under process possibility of the merger of the two departments may not be ruled out.   

Experts say that there is a thin demarcation line between the two departments. Broadly, sport is the main constituency of youth affairs as sports is primarily about youths. It is understood that 65-70 per cent of the matter pertaining to youth affairs is directly/indirectly linked with sports whereas youth affairs is about instilling sportsman spirit, team-building and collectiveness among youths.

Those in the know of the affairs say that in case the two departments are merged together, it would be nothing but a logical consequence of the commonality of the two domains and NaMo Govt’s tagline ‘Minium Government & Maximum Governance”.

RSS affiliate organizations all set for a revamp with young leaders to take over

New Delhi: After partial revamping of the Bharatiya Janata Party (BJP) by generation shift, Rashtriya Swayamsevak Sangh (RSS) is also planning a generation shift in all its affiliate organizations to make it more responsive. These changes are expected at several levels and various organizations including the BJP.

 

It is being said that the RSS is planning infuse a battery of new leadership up to 50 years of age in these various affiliate organizations of the  RSS. The purpose of this initiative is that these leaders are able to work for the responsibilities given to them for 10 to 15 years.

 

Though the work in this regard was initiated long time back and this was the reason that responsibilities of some of the people at the top has been increased but the process will be speeded up after the annual meeting of All India Pracharaks at Vijayawada in Andhra Pradesh gets over. Actually, the way working style of the BJP has changed in the recent times the party needs aggressive Pracharaks.

 

However, there was historical expansion of the BJP in the country but there is still some scope in southern and coastal parts of the country as the organization feels. This is being reminded by the BJP leadership that it is yet not the time to stop, halt or take rest. The BJP is of the view that golden period of the party is yet to come. So with lots of people being moved to the government, many new faces will be visible in the BJP organization. Similar thing will also happen in the other RSS affiliate organisations.

 

Political scenario in the country has undergone a major change and acceptability of the RSS and the BJP is at its zenith and its increasing further by the day. The BJP has wrested power at the Centre for the second consecutive terms. So the organization feels that this is the right time to give away big responsibilities to young leaders. They will have time by their side and have resources with them as well. It is being said that after the Vijayawada meeting that ends on July 13, the RSS will start working in this direction.
