PMO rejig: Six JS in PMO to look after six verticals from A to P

Joint Secretaries in the PMO have been entrusted with the responsibility to deal with six verticals from A to P. They will report to P K Mishra, Ajit Doval, P K Sinha, Bhaskar Khulbe and Amarjeet Sinha. These changes have been made after Tarun Bajaj and A K Sharma were shifted from PMO in the latest reshuffle.

Dr P K Mishra looks after vertical E that includes personnel, vigilance, law and justice, anti-corruption unit (CBI), Cabinet secretariat, ACC and ACC files and monitoring. Jt Secretary V Sheshadri (IAS:1999:TG) will report to him for these matters and will also report to Khulbe on Home affairs. Doval is taking care of external affairs, defence, NTRO and NSCS.

PMO has six JSs at the moment, two IFS officers and four IAS officers. Verticals that these officers will be dealing with the economy, finance, infrastructure, HR, governance, foreign and security, agriculture, rural, social, administration and monitoring etc.

Gopal Baglay (IFS:1992) has been assigned science and technology, Aadhar, DBT, earth science, IT, communications and digital payments while Rudra Gaurav Shresth (IFS:1999) is looking after external affairs, defence, NTRO, NSCS, Atomic Energy and space.

Arvind Shrivastava (IAS:1994: Karnataka) has been assigned finance, economy, corporate affairs, commerce, heavy industries, MSME, Labour and employment, textiles and steels and will report to P K Sinha. Shrikar Pardeshi (IAS:2001:MH) will look after agriculture, social, welfare, administration and rural, PMO security and public relations. Pardeshi will report to Khulbe for administration and PMO security and to Amarjeet Sinha for remaining matters.

Hiren Joshi, OSD, looking after publicity and public relations will report to Pardeshi. Rohit Yadav (IAS:2002:CG) has been given the responsibility of infrastructure, governance including parliament, parliamentary affairs and RTI, monitoring and coordination and resources.

All these JS have also been assigned different States. As per the hierarchy, director level officials have to report to these JS, who in turn report to the senior officials like Principal Secretary, NSA, Principal Advisor and Advisors.

Brick by Brick: PMO seeks suggestions from 600 IAS officers on COVID-19

The NaMo administration is seeking feedback from every possible quarter to deal with Coronavirus spread and in one such attempt it asked over 600 IAS officers to provide their suggestion on preparedness to deal with this pandemic through a questionnaire.

IAS officers of five batches (2014-2018) have been asked to give a response to the questionnaire. Those who have been asked this information are such officers who had served as assistant secretaries at central government departments.

It is learned that they have been asked to reply to 23 questions in the questionnaire for their response. A comprehensive report based on the participants’ responses will be shared with the PMO. Around 400 of them have already shared their responses. The exercise to seek the response from these officers began on March 25. The country is under 21-days lockdown announced by the PM as part of its measures to check the spread of deadly coronavirus.

The NaMO administration on Wednesday announced the empanelment of Rudra Gaurav Shresth (IFS:1999), presently OSD in PMO, to hold Joint Secretary level posts in Govt of India. Simultaneously, he was appointed as Joint Secretary in the Prime Minister’s Office (PMO) for an overall tenure of three years upto 09.02.2023.

Further, the tenure of Dr Shrikar Keshav Pardeshi (IAS:2001:MH) was extended for a period of three months w.e.f. 10.04.2020. He will continue to work as Joint Secretary in PMO till 09.07.2020.

Bharatiya Janata Party leader and Rajya Sabha MP Subramanian Swamy has always something unique and witty to offer via his inimitable tweets. As usual, his tweet today reads “The PMO today is dominated by officials who have an anti-Hindutva mind-set. Some in PMO are in touch with Sharad Pawar and his daughter. The targeting of officials who are patriotic and want to prosecute the corrupt has begun.”

People in power corridors are perplexed about the officials Swami is referring to in this tweet that has gone viral. Highly-placed sources confide that raising doubts over officials in PMO is something tactful and ingenious as in the NaMo regime no one other than the PM Modi himself calls the shots. The irrepressible veteran politician is probably hinting at diluting of Hindutva ideology and growing proximity of Modi with old warhorse Sharad Pawar.

The government is planning to enact a major changed in the list of IIS officers looking after the media management of the government. It has been realized that there is a major shortfall on part of the present officials in handling the media.

Sources said that some of the officers are overburdened with having been assigned five to six ministries while some are either not taking the work assigned to them seriously or unable to carry out the job expected from them. So the major change in the offing very soon with name and plan ready.

The government is under tremendous pressure except on the issues of PMO and home ministry which is better than other ministries and apparently having better performers. Sources said that the list has already been finalized with certain things to get approved before it is formally released.

There is also a lack of coordination between the bureaucracy and the political leadership where the role of these officials come but neither these official take any initiative nor appear active to suggest something. So the government decided to streamline media management of the government and that will start with placing capable officers at the right place.
