Maharashtra mayhem: Is the BJP hitting three birds from one stone?

The top leadership of the BJP – PM Narendra Modi and Home Minister Amit Shah – is full time politicians unlike the opposition that wakes up from the slumber when crisis crops up. What could be the next move of the opposition, the BJP leadership plans its answer well in advance and in one such scheme Shiv Sena -- the former ally of the BJP is trapped.

They might be able to install their CM in Maharashtra but the party might become a history in the politics of Maharashtra. The public perception in the state is suggesting so. It is known to everyone that public perception has been key to the success of the BJP from long. Right from the very moment when SS started demanding chief minister’s post not only social media was abuzz but started working in subtle way but in later phases they are openly accusing the Shiv Sena for harming the Hindutva ideology. Similarly the Congress will be harmed for aligning with the SS. If the SS and Congress are sorted out things would be easy for the BJP in the state. 

So much so that even Marathies are going against the Shiv Sena that has predominantly a Marathi identity and the community being their core vote bank. An activist working in Navi Mumbai Netra Daoo said that the Shiv Sena is harming the very ideology that was groomed by Bala Saheb Thackrey. Can they tell people of Maharashtra, how would they deal with contradictions of the ideology of Shiv Sena and the Congress.

The BJP leadership is cashing in on very well on the development which apparently seems to be in the spree of marganalising its allies so they follow their dictate. So the SS is stuck in the trap laid by the BJP. “If the Shiv Sena thinks it can revolt and get the people’s sympathy, they really don’t know the public,” said BJP Party President Amit Shah, who understands people’s pulse very well.

The BJP works on the slogan of its incumbent PM that turn adversity into opportunity and his lieutenant Shah is very well executing his plans. If the alliance government of the Congress, the NCP and Shiv Sena is formed, it will collapse out of its own contradictions. This is what the BJP wants as after that the maneuvering of the BJP not only of parties, leaders but people will start.

Daoo said that people especially their voters are so angry with them that the next election is going to very dear for them as they will find it impossible to justify their decision and all such people will fall for the BJP as mid-term election is not ruled out. Even the BJP would not shy away from it. But lot more development is yet to unfold

Will a unified transport ministry be a reality in NaMo 2.0?

The Modi govt has once again started gauging prospects of merging rail, roads, aviation and shipping into one unified transport ministry as practiced in countries like China, Japan and a few others. Reportedly, a panel of secretaries was constituted by the PM to recommend transformative ideas about transport and infrastructure sectors to provide integrated multi-modal mobility solutions. Cities like London and New York have a single body to govern public transport.

 

Cabinet Secretary has already had a meeting with the panel of secretaries which may make a presentation of the proposal to the PM soon. The NaMo administration had conceived the idea of an omnibus transport ministry in its first term only which appears to continue in NaMo 2.0 as well.

Non-performing officers to be shown door on a continuous basis

A strong signal has been sent out to civil servants particularly in the IAS/IRS/public sector to perform or else shake hands and say goodbye. 

 

The signal came from a Memo of the Department of Personnel and Training directing all Ministries/Departments to furnish a list of such employees who need to be retired prematurely in public interest.

 

The Ministries/Departments/public sector have been asked to furnish a list of all such employees in a prescribed format by 15th of every month beginning July 15.

 

Further, a periodic review of the performance of employees who have attained 50 years of age may be undertaken under Fundamental Rule 56(j) and Rule 48 of CCS (Pension) Rules, 1972, for premature/compulsory retirement of inefficient employees.

 

Recently the Government had compulsorily retired 12 officials of direct taxes and 15 from the indirect taxes department.

 

To make up for the resultant shortfall of officials arising from the above direction of the DoPT, the door for lateral entry from the private sector at the middle and senior levels has already been opened.

 

The move to show the door to non-performing officials on a continuous basis may speed up the decision-making process provided the checks provided by the Supreme Court in the case Union of India vs Col JN Sinha are strictly followed. "All Ministries and Departments are requested to undertake the periodic reviews in letter and spirit, including in public sector undertakings (PSUs/banks and autonomous institutions) under their administrative control. Department of Public Enterprises will also compile and countercheck with all Ministries/Departments concerned," reads the Office Memo (OM) issued on June 20.

 

The OM "Strengthening of administration — Periodic review of Central Government Employees under Fundamental Rule 56 (j)…" also directed the Ministries to ensure that the prescribed procedure like forming of opinion to retire a Government employee prematurely in public interest is strictly adhered to, and that the decision is not an arbitrary one, and is not based on collateral grounds.

 

The format of the submission of the reports for premature retirement will include group-wise (Group A, B, and C) number of employees to be reviewed under Rule 56(j), number of employees reviewed under the section for premature retirement in public interest, number of employees reviewed and against whom FR 56(J) invoked/recommended group-wise (A/B/C) and number of employees retired prematurely under FR 56(j).

 

The copy of the circular has been marked to the Secretaries of all Ministries/ Departments as also to the President's Secretariat, Vice President Secretariat, PMO, Cabinet Secretariat, CAG, Secretary of UPSC and CVOs of all Ministries/Departments among others.

India needs four global size banks, pleads Niti Ayog vice chairman

New Delhi: Our banking sector’s risk appetite is quite low. MSME sector needs a lot of boost in terms of capital support. Therefore, India needs three-four large lenders which could figure among top 200 global-sized banks, Niti Aayog vice-chairman Rajiv Kumar said today. Kumar made a strong case for giving banking sector more freedom to take risks and provide credit to industry especially the MSME sector. 

 

Rajiv Kumar argued that we need to have 3-4 banks of a global standard in size. They should figure among top 200 global-sized banks.

 

Speaking at an event here, Kumar said that India's banking sector is highly conservative and risk-averse. 


He said that our banking sector’s risk appetite is minimal and its capacity of project assessment is not as much it should be. Indian banking system takes recourse to safe banking. It should encourage lending to the MSME sector.

Winners stay ahead because they innovate. At least BJP is making efforts to prove the idiom. The 2019 polls promise a lot of such innovations given the high stakes that the polls carry.

 

BJP's trusted and tested tools put to good use during the Gujarat and the Karnataka Elections was the concept of 'Panna Prabharis'; in-charge of 'single page' of the Total Voter Register of a particular polling booth responsible for bring on the polling day, all those voters to the booth, whose names were listed in the 'page' allotted to him. Encouraged by the results, BJP during the final stages of the Karnataka elections also introduced the arrangement of 'Ardh Panna Pramukh' or Incharges of 'half a page'.

 

Now, the story of the latest innovation minted fresh for the 2019 Lok Sabha polls. This is the concept of 'Cell-Phone Prabhari'. The nomenclature may elicit jocular disbelief but the Indianmandarins has learnt that in preparation of the 2019 Lok Sabha polls BJP top-guns have decided that at every polling booth of a Lok Sabha constituency, there will be a party man armed with a High End Cell Phone who will be called the Cell Phone Prabhari.

 

Roughly a Lok Sabha Constituency in India has 1200 to 1500 polling booths which means that every constituency will have a 1200 to 1500 Cell Phone Prabharis. Their work will be to stay connected to the in-charge of party’s district unit who in turn will be connected to Zonal level BJP Office. The arrangement will aim at reaching every mobile phone carrying voter through the Cell-Phone Prabhari who will have the duty of arranging the mobile number of every voter of his booth and sharing with him the messages that he is receiving on his phone.

 

The crucial question is what message will be disseminated from the top down and who will generate the content.

 

The simple answer is that the Zonal level BJP Office will get content straight from the Central Office in Delhi and the arrangement will ensure that messages augmenting the electoral prospects of the BJP will seamlessly travel from Central BJP to the voter at the level of the booth. Idea is to have 35000-40000 social media volunteers in every Lok Sabha Constituency through these Cell-Phone Prabharis. All it aims at reaching out to one to three lakh new voters in every constituency apart from the existing ones.


It’s not for nothing that they are saying that 2019 elections are going to be fought more on the Social Media and less on the ground!
