Five JS posts to stay upgraded, two DS, Director level posts restored to original status

The Appointments Committee of the Cabinet approved the extension in up-gradation of five posts of DS/Director to the level of Joint Secretary for a specified period. Whereas two posts upgraded from DS/Director to JS level were restored to their original status of DS/Director:

  1. The post of Joint Secretary, Cabinet Secretariat, presently held by Ms. Indira Murthy (CSS) up to 30.10.2020
  2. The post of Joint Secretary in Cabinet Secretariat, presently held by Sandeep Sarkar (lDAS:1995) up to 02.07.2020
  3. The post of CEO/DG, National Anti Doping Agency (NADA) under the Department of Sports presently held by Navin Agarwal (IPS:1986:JK) up to 26.06.2020.
  4. Saurabh Jain (lAS:2002:KL) Joint Secretary, Ministry of Tribal Affairs with additional charge of the post of Commissioner (JS level), Eklavya Model Residential School Society (EMRSS) by utilizing the available post of Commissioner, EMRSS in Ministry of Tribal Affairs;
  5. The post of Joint Secretary (Director level) to Additional Secretary (JS level) in Union Public Service Commission (UPSC), presently held by R K Gathwal (CSS) up to 07.09.2020.

Further the appointment of Keshav Chandra (IAS:1995:UT) and Sudhir Garg (IRSEE:1986) as Joint Secretary in Department of Commerce and Ministry of MSME respectively were adjusted to the available regular vacancy of Joint Secretary. Previously they served as JS against the posts upgraded from DS/Director to JS. Both JS posts were restored to its original status of DS/Director.

  2. Rohit Yadav (IAS:2002:CG) appointed as Joint Secretary in the Prime Minister's Office on lateral shift basis  for a period ending 31.07.2023.  Presently he is working as Joint Secretary in the Ministry of Steel.
  3. Baldeo Purushartha (lAS:2002:PB) appointed as Joint Secretary, Department of Economic Affairs for a tenure of five years. He replaces K V Pratap (IES:1992). Presently, he is Divisional Commissioner, Jalandhar, Govt of Punjab. 
  4. Ms Neerja Sekhar (lAS:1993:HY) appointed as Joint Secretary, Ministry of Information & Broadcasting for a tenure of five years. She replaces Ashok Kumar Parmar (IAS:1992:JK).
  5. N B S Rajput (lAS:1999:OR) appointed as Joint Secretary, Department of Administrative Reforms & Public Grievances for a tenure of five years. He replaces  V Shashank Shekhar (lAS:1996:NL).
  6. K V Pratap (IES:1992), Joint Secretary in the Department of Economic Affairs, laterally shifted to Ministry of Home Affairs for an overall tenure of five years upto 23.11.2022. Pratap replaces Amitabh Kharkwal (IPoS:1989).
  7. Ms. Sushma Taishete (CSS) appointed as Joint Secretary, Department of Atomic Energy, (Mumbai) for an overall tenure of five years upto 05.07.2023 by downgrading a vacant post of AS in the Department. She replaces Mervin Alexander S (lPoS(1987) who prematurely repatriated to parent cadre. Presently, she is working as Joint Secretary, Department of Justice.
  8. Deepak Kapoor (IA&AS:1998) appointed as Additional CEO, GeM SPV, (JS level) under the Department of Commerce for a tenure of five years. He replaces S Suresh Kumar (lAS:2000:AP).
  9. Surendra K Ahirwar (IRTS:1997) appointed as Joint Secretary, Department of Commerce for an overall tenure of five years upto 08.01.2023. The post has been temporarily upgraded from Director to Joint Secretary level for a period of two years (initially).
  10. Ms Aditi Das Rout (ITS:1986) appointed as Joint Secretary, Ministry of Culture, from the date of assumption of the charge of the post, for a tenure upto her superannuation on 30.11.2023. She replaces S C Barmma (IPoS:1987).
  11. Satish Singh (IRSME:1996) appointed as Joint Secretary, Department of Defence, for an overall tenure of five years upto 12.10.2022. He replaces Ashok Kumar Singh (lAS:1999:KL).
  12. Ms Mukta Shekhar (IRAS:1994) appointed as Joint Secretary, Department of Food & Public Distribution for a tenure of five years vice  Kamal Datta (IFoS:1994:UT)
  13. Atul Saxena (IRSS:1991) appointed as Joint Secretary, Ministry of Food Processing Industries for an overall tenure of five years upto 30.06.2021 by temporary upgrading the Director level post.
  14. Purushottam Tiwary (IA&AS:1996) appointed as Joint Secretary, Department of Heavy Industry for a tenure of five years. He replaces Pravin Laxminarayan Agrawal (IFS:1994:TR).
  15. Niraj Kumar Gayagi (IDAS:1997) appointed as Joint Secretary, Department of Justice for a tenure of five years. He replaces Ms Sushma Taishete (CSS).
  16. Charanpreet Singh Bakshi (IRS C&CE:1992) appointed as Joint Secretary Ministry of Minority Affairs for a tenure of five years vice Jan-e-Alam (lAS:1991:NL).
  17. Sanjay Kumar Jain (IRTS:1990) appointed as Joint Secretary, Department of Public Enterprises for a tenure of five years vice Madhukar Gupta (lAS:1985:RJ) consequent on completion of his tenure.

It passed off unnoticed in Lutyens' Delhi. But more than a week after, its importance is dawning upon senior officials.

Despite who’s who of power corridor in Delhi attending a private function of a joint secretary-level officer that had failed to catch eyeballs of many in Lutyens but people in the power corridors are still whispering about the affair cautiously even a week has gone by.

'Mundan Sanskar' of the daughter of a Joint Secretary level IAS officer working in the Commerce Ministry has become a matter of discussion for many senior officials these days. What they appear to be astonished about is that there are over four hundred Joint Secretary level officers across all ministries and departments in the Govt of India but this seems to be something very unheard of that the top echelons of the country did not miss to attend the invitation.

So much so that the event was attended by President of India, Prime Minister of the country, Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Commerce/Industry minister, Health/IT Minister, Chief of Defence Staff General Vipin Rawat, chief ministers of several states and dozens of former Union ministers (UPA)  and Union secretaries too attending the function but it went unnoticed in Lutyens' Delhi which keeps track of the fact even how many times PM clapped during the budget presentation.

  1. Bharat H Khera (lAS:1995:HP) appointed as Joint Secretary, Cabinet Secretariat, from the date of assumption of the charge of the post, for a combined tenure of seven years i.e. upto 17.11.2021. He replaces Chandra Shekhar Kumar (IAS:1992:OR).
  2. Vimalendra Anand Patwardhan (IA&AS:1996) appointed as Joint Secretary & Financial Adviser (JS&FA), Ministry of Civil Aviation for a combined tenure of seven years i.e. upto 25.10.2022. He replaces Arun Kumar (lAS:1989:HY).
  3. Nagaraju Maddirala (lAS:1993:TR) appointed as Joint Secretary, Ministry of Coal for a tenure of five years. Nagaraju replaces Ashish Upadhyay (lAS:1989:MP)
  4. S Suresh Kumar (lAS:2000:AP) appointed as Joint Secretary, Department of Commerce for a combined tenure of seven years i.e. upto 23.07.2021. He replaces  Rajneesh (lAS:1997:HP).

In a major bureaucratic reshuffle, the NaMo administration on Friday cleared the appointments of 29 joint secretaries in different departments. Out of these, 13 officers are from the IAS (including 6 from 2002 batch) while rest from the Indian Forest Service, IRS, IDAS, IA&AS, IP&TA&FS, IIS and CSS. 

  1. Ashutosh Jindal (IAS:1995:TR) appointed as Joint Secretary, Cabinet Secretariat vice Ms Rachna Shah (lAS:1991:KL). Presently, he is Joint Secretary, Ministry of Petroleum & Natural Gas.
  2. Satendra Singh (lAS:1995:JH) appointed as Joint Secretary, Ministry of Mines for a tenure of five years vice  Bipul Pathak (lAS:1992:JK).
  3. Ms Kamini Chauhan Ratan (lAS:1997:UP) appointed as Joint Secretary, Department of Higher Education for a tenure of five years vice Ms Ishita Roy (IAS:1991:KL).
  4. Puneet Aggarwal (lAS:1998:TR) appointed as Joint Secretary, Department of Defence for a tenure ending 24.10.2021. He replaces V Anandarajan (IRS IT:1988) who will be completing  his tenure on 11.11.2019. Presently Aggarwal is JS, Textiles.
  5. Ms Alaknanda Dayal (IAS:2000:PB) appointed as Joint Secretary, Ministry of Home Affairs (vice Ms Nidhi Khare) for a combined tenure of of 7 years outside the cadre.
