It has become a general perception including in the mass media that Andhra Pradesh CM Jagan Mohan Reddy has developed a proximity with PM Narendra Modi. But Andhra Govt’s several recent decisions, especially taking on board several top bureaucrats, may be distasteful to PM Modi and his offices.

Those in the know of the affairs say that recently Reddy met PM Modi and made a request for inter-cadre deputation of Srivatsa Krishna (IAS:1994:KN) from K’taka to AP who had to be drafted as Executive Officer of Tirumala Tirupati Devasthanams Board (TTD)

Jagan got positive vibes for his request. But there comes a twist in the story and reportedly Jagan may now soon nominate K S Jawahar Reddy (IAS:1990:AP) as Executive Officer of TTD. In case Reddy is made EO, for the first time in TTD history Chairman, EO and JEO will be from the same community. Interestingly, the NaMo administration had overlooked Reddy’s request for appointment on central deputation.

It is being seen as a U-turn on part of Jagan Reddy as he himself made a request to the PM in writing Srivatsa’s inter-cadre deputation and a reported twist turned fortune on Reddy’s side.

 A Union MoS had recently indicated Indianmandarins in the context of Jyotiraditya Scindhia’s induction into BJP that PM Modi observes a person constantly and values trust as biggest factor. In the context of Reddy’s upcoming move, it would be observed as what impression would Jagan leave? New Delhi is watching Reddy’s moves and manoeuvrings keenly as who is made EO, TTD.

Failure of Congress High-command: How many Scindhias?

When PM Narendra Modi as Gujarat CM gave a ‘war cry’ of Congress Mukt Bharat (Congress free India), he must have thought about it very well before uttering it but he would definitely have not imagined that the Congress would be complimenting him in his mission. Resignation of Jyotiraditya Scindhia from the primary membership of the Indian National Congress (INC) following his meeting with the PM indicates that only.

How? The Congress leadership has not only failed to retain Scindhia but the Congress High-command let other leaders to part ways from the grand old party with a heavy heart which many experts term as Congress leadership’s suicidal move and the BJP calling the  same as ‘Congress Mukt Bharat’. We call it just a symptom which has gripped the Congress for a few decades.

Scindhia being the latest victim as very recently a close aid of Rahul Gandhi, former Haryana State Congress President and Dalit leader Ashok Tanwar resigned just ahead of Assembly elections. A Brahmin leader and Congress stalwart Jitin Prasada has been on brinks for many years now.

Loosing out Hemanta Biswa Sarma in Assam is still termed as the the biggest loss of the Congress who is delivering goods for the BJP. The way Congress leadership mishandled division of Andhra Pradesh and ill-treated Jagan Reddy and his mother that is an irreparable loss to the Congress which has almost disappeared from southern India except in Kerala.

There is no qualm in saying that the so-called old guards of Congress have turned more into liabilities than assets now and their decisions quite often proved to be harming the interest of the party but serving their own interest. Decades back Motilal Vohra and Digvijay Singh had ensured exit of Ajit Jogi setting Congress out of power for over 15 years in Chhattisgarh. Now Scindhia is out Congress and Digvijay Singh and Kamal Nath figure in this time around.

In Schindhia’s exit from the Congress, even a political novice can well understand that ignoring and sidelining him by Kamal Nath and Digvijaya showed their political eccentrics. Jyotiriditya’s stature deserved Rajya Sabha berth if not then at least he deserved more respect in the organisation.

Even in power-politics; recognition and self-respect become more important than power and position after a certain period of time. Be it Reddy, Jogi, Hemanta Biswa Sarma, Ashok Tanwar or Jyotiraditya, the Congress high command appears to have been miserably in maintaining its gravity to keep hold of political forces and resources.

Ignoring many seasoned Lok Sabha members over Adhir Ranjan Choudhary as leader of the party in Lok Sabha and ignoring Pramod Tiwari for infinity in UP will lead to some more disasters. One can blame Modi-Shah to make their bit to make India Congress-free, but who will be blamed for complimenting them?

The Andhra Pradesh Government on Monday effected a mid-size bureaucratic rejig.

Praveen Prakash (IAS:1994:AP) was made Principal Secretary to Chief Minister with full additional charge of Principal Secretary, General Administration Department (GAD) vice R P Sisodia who was made Principal Secretary, Tribal Department. Presently, Praveen Prakash is Resident Commissioner, Govt of AP in New Delhi. Prior to this Sisodia worked as Principal Secretary to Govt (Political), General Administration Department (GAD).

 

Md Illyas (IFS:1986:AP), Vice Chairman & Managing Director, AP Forest Development Corporation, was given the full additional charge of Principal Chief Conservator of Forests.

 

Dr Vinod Kumar Vats (IAS:2015:AP) was made Sub-collector, Vijaywada. Earlier he was Project Officer, ITDA, Parvathipuram.

While interacting with Indianmandarins in New Delhi on Tuesday, a young leader, among few closest to Andhra Pradesh Chief Minister Y S R Jagan Mohan Reddy, clarified that, contrary to the ongoing rumors of few more additions in Jagans ‘Team CMO’  the team is already made and raring to go. He also ruled out rumors that the CM may draft few more officials in his team CMO in the near future.


Jagan’s Team CMO is made up of the following officials:

 

Ajeya Babu Kallam (Retd IAS:1983:AP): Principal Advisor to CM

  • He is said to be the head of the CMO.
  • Chandrababu Naidu had made him CS in the last week of February 2017 – merely 30 days ahead of his retirement scheduled on 31 March 2017.
  • Ahead of AP Assembly elections, Kallam was in the limelight for his political ambitions of taking a plunge in politics.

 

Dr P V Ramesh (IAS:1985:AP): Special Chief Secretary to the CM

  • Ramesh is still considered in the good books of NaMo administration.
  • Previously, he served at the Centre as CMD of Rural Electrification Corporation.


Solomon Arokia Raj (IAS:2000: AP): Secretary to the CM

  • An officer who sometimes takes stand. As Secretary, Dept of Industries, he had in February 2017 refused to sign all 91 MoUs during the much trumpeted CII Partnership summit in Vishakhapattanam.

K Dhanajaya Reddy (IAS:2006: AP): Additional Secretary to the CM

  • Prior to this, Reddy served as MD, AP Tourism Development Corporation.
  • After Jagan Reddy’s win, he was the first to be appointed by the AP Govt on May 26, 2019, in the Chief Minister’s office. The rest of the appointments were made after Jagan Mohan Reddy’s oath as CM.

 

J Murali (IAS:2006:AP): Additional Secretary to the CM

  • Earlier, he was Special Commissioner, Cooperation & Registrar, Cooperative Societies.
  • He had also served as Joint Collector & Additional DM Krishna district; Commissioner, Rajahmundry Municipal Corporation and Special Officer, Godavari Pushkarams.
  • He was also the OSD to then CM Chandrababu Naidu.

 

Krishna Duvvuri- Special Secretary to the CM

  • He was YSR Congress Party’s PAC Member who was always vocal against Chandrababu Naidu’s programs and financial management.

 

Dr. Mukthapuram Hari Krishna- Special Officer to the CM

  • Krishna had undertaken padayatra along with Jagan Mohan Reddy

 

GVD Krishna Mohan- Advisor (Communications) to the State Govt

  • Krishna Mohan, a journalist by profession, is considered the brain behind YSRC’s voice ever since the party's inception.
  • He started his career in Eenadu TV and later on moved to Sakshi TV and became an integral part of Jagan’s family in difficult times.

 

Avinash- Executive Assistant in the CMO

  • He had extended whole-hearted services to IT wing of Jagan Reddy.

Hours after new CM Y S Jagan Mohan Reddy took oath, AP Chief Secretary L V Subrahmanyam issued orders appointing Goutam Sawang (IPS:1986:AP), presently DG Vigilance & Enforcement, as the State DGP with full additional charge. His predecessor R P Thakur (IPS:1986:AP) was transferred as commissioner, printing, stationery and stores purchase vice T A Tripathi (IPS:1987:AP).


Indianmandarins further learnt that Jagan may continue Subrahmanyam as Chief Secretary

 

Further, Tripathi and A V Venkateshwara Rao DG ACB were ordered to report to the general  administration department for further posting. Kumar Vishwajeet (ADGP) was posted as DG, ACB with full additional charge.

 

It may be underlined that during the elections, the YSRC had lodged complaints with the Election Commission alleging that R P Thakur and A V Venkateshwara had colluded with the TD to harass opponents.

Y S Jagan Mohan Reddy, founder of YSR Congress Party and newly appointed Chief Minister, started constituting  his fresh new ‘Team CMO’ immediately after taking oath as CM. Accordingly;

  • Soloman Arokia Raj (IAS:2000:AP) appointed as Secretary to Chief Minister. In addition, he has been additional charge of the post of Secretary to Govt & CIP, Industries & Commerce Department
  • P Krishna Mohan Reddy (Special Grade Deputy Collector, Retd) appointed as OSD to Chief Minister,
  • K Dhananjaya Reddy (IAS:2006:AP) appointed as Additional Secretary to CM. Previously he was MD, APMDC

Further, senior officials serving with the office of former CM Chandra Babu Naidu were relieved from their responsibilities namely;

  • Satish Chandra (IAS:1986:AP) previously served as Special Chief Secretary to CM,
  • G Sai Prasad (IAS:1991:AP) previously Principal Secretary to CM,
  • M Girija Shankar (IAS:2001:AP) previously Secretary to CM,
  • Adusimilli V Rajamouli (IAS:2003:AP) previously Secretary to CM,

In addition, Satya Prakash Tucker (Retd IAS) resigned from the post of Executive Vice Chairman, Andhra Pradesh Economic Development Board whereas Anil Chandra Punetha (IAS:1984:AP) was announced to retire from the post of Chairman, APMDC retires w.e.f. 31 May 2019.

CB Naidu faces ECI heat

AP Chief Minister N. Chandrababu Naidu may be constrained to contest the forthcoming assembly and parliamentary polls without the help of his hand-picked officials who are facing a sustained campaign by YSRC leader Y.S. Jagan Mohan Reddy.


Following Jagan's complaint, the Election Commission of India has already shunted out AP Intelligence chief A.B. Venkateshwara Rao considered 'very close to Naidu'. Rao was promoted as DGP before the code of conduct kicked in.


The EC has also transferred two others officers -superintendents of police Rahul Dev Sharma of Kadapa and A. Venkat Ratnam of Srikakulam. The move by the Election Commission came a day after a YSRC delegation led by its Rajya Sabha MP V. Vijaya Sai Reddy gave a detailed presentation to Chief Election Commissioner Sunil Arora on Tuesday.


Now, YSRC leaders are focusing on removing Director General of Police R.P. Thakur and a few other officials.


As per the procedure, in case the ECI decides to shift the DGP, names of the senior-most officials will have to be sent from which the ECI will pick up one officer based on his service and track record.

Of Thakur’s batchmates from 1986, V.S.K. Kaumudi is with the CRPF in Jammu and Kashmir and D. Gautam Sawang is posted as DG, Vigilance and Enforcement. Kaumudi is scheduled to retire in November 2022, Sawang in July 2023 and Ranjan has just five months for retirement.


Following the transfer of Venkateswara Rao, the names of Vigilance and Enforcement DGP D. Gautam Sawang, Vijayawada police commissioner D. Tirumala Rao and CID chief Amit Garg were doing the rounds as replacements.


Principal secretary (home) A.R. Anuradha and Counter Intelligence wing SP Bhaskar Bhushan are also said to be in Jagan's crosshairs.


Though the YSRC has often accused Thakur, a 1986 batch IPS officer, and Venkateswara Rao of the 1989 batch, of acting like “TD agents” this is the first time that the YSR Congress has meticulously prepared a detailed note and briefed the CEC and his team of officials about the acts of omission and commission of CB Naidu.


The YSRC documents presented to the ECI say that the DGP, whose appointment as the state police chief is still irregular (not as per the guidelines of the Supreme Court wherein the names of a panel of IPS officers is submitted to the Centre out of which the UPSC picks up one officer for the top post) has been favoring the state government by giving key postings/promotions to a particular caste, which is to the advantage of the TD.


“Both the DGP and the Intelligence chief together have been posting people of one particular caste in all key posts, mostly at the middle and lower levels to ensure that all their people are there which will be advantageous during elections. In some of the districts, changes were made in the last minute before the code of conduct came into force,” the documents alleged.


The YSRC complaint cited examples of how, during the promotion of constables to head constables and head constables to ASIs, the top brass held huge meetings on police grounds where all those promoted were made to say “Jai ho Chandrababu Naidu” and other similar slogans, amounted to politicizing the department.

Telangana HC dismisses ED cases against two IAS officers

The Telangana High Court has dismissed the ED cases against two IAS officers Adityanath Das (IAS:1987:AP) and Bibhu Prasad Acharya (IAS:1983:AP). The cases were related to Jagan’s disproportionate assets case. The court made it clear that prior government permission (sanction for prosecution) was absolutely necessary for prosecuting IAS officers.

 

Finding fault with the ED Court in taking up the case filed by ED without prior permission from the government, the HC directed the special court to return the case. The HC, however, granted opportunity to ED officials to register the case again after taking permission from the government.

 

Stating there was a scope that the above order would have its impact on other ED cases across the country, the ED counsel urged the Court to stay the implementation of the above order for eight weeks. Following the plea by ED counsel, the Court stayed implementation of its order for four weeks to facilitate the ED to approach the Apex Court.

 

Justice B Siva Sankara Rao was passing this order in petitions filed separately by Adityanath Das and Acharya, both were accused in the cases of land allotments to Hetero and Arabindo and water allocation to India Cements episodes of Jagan’s assets case. Both the officers challenged the decision of the trial court in taking into cognizance for hearing without prior permission for prosecution by the ED.
