Gujarat: Retired IAS officers for COVID management or managing civic body polls ahead?

Gujarat government is trying every bit to deal with COVID-19. The state government seems to give preference to the services of retired IAS officers to manage COVID-19 and urban affairs in the two largest cities of the state; Ahmedabad and Surat, both the worst hit by the pandemic.

The latest appointment of retired IAS officer S K Langa is testimony to the fact. Langa has been appointed as Officer on Special Duty (OSD) in Surat Municipal Corporation (SMC). Earlier, another retired IAS R J Makadia was also appointed to SMC as OSD.

Both have been appointed on contractual position for one year period. Before them, another retired IAS C R Kharsan was appointed in Ahmedabad Municipal Corporation (AMC) as OSD.

Kharsan recently retired as Collector of Valsad while Langa retired as Collector Gandhinagar last September and Makadia retired as revenue inspection commissioner from the revenue department.

All three are considered widely experienced and have held multiple positions including deputy Municipal commissioner posts in AMC earlier.

According to the sources, the government needs experienced hands to combat the pandemic and also manage civic affairs in the Corporations which will go for elections later this year in case the local elections are not postponed.

The government of Gujrat has transferred three IPS officers in the state. The list goes like this:

  1. Manish Singh (IPS:2013:GJ), Superintendent of Police, Mehsana has been given charge of Commandant, SRPF, Group-4, Pavdi, Dahod.
  2. Dr. Parthrajsinh Gohil (IPS:2014:GJ), Superintendent of Police, Porbandar has been transferred and posted as a Superintendent of Police, Mehsana vice Manish Singh (IPS:2013:GJ)
  3. Dr. Ravi Saini (IPS:2014:GJ), Deputy Commissioner of Police, Zone-1 Rajkot city has been transferred and posted as Superintendent of Police, Porbandar Vice Dr. Parthrajsinh Gohil.

Additional Chief Secretary, Forest & Environment Rajiv Kumar Gupta (IAS:1986:GJ) is being widely appreciated for his go-getter approach. He was made overall in-charge of Ahmedabad city for CIVID-19 management after the Municipal Commissioner Vijay Nehra, in the first week of May, put himself under isolation apprehending COVID infection. 


A sharp decline in active COVID-19 cases in Gandhinagar city from 4.25% to 1.75% in May first week was an outcome of certain proactive professional measures like roping in private hospitals; augmenting bed capacity for COVID treatment and isolation; announcing a set of “immediate measure” to control viral spread; issuing IDs to enlisted vegetables and fruit vendors etc.


What was noticed more loudly was his strategy of ascertaining more clarity in decisions and set of guidelines. Documents on decisions, guidelines, COVID protocols were released and disseminated in public on a daily basis. Gupta regularly released his videos informing people about revised guidelines, a fresh set of decisions which were widely appreciated so much so that some media-persons based out of Ahmedabad city said that Gupta’s regular release of videos mirrored his administrative skills as he talked business and spoke to the point i.e. “No gyan ki baat only kam ki baat”.

In the power corridors of Ahmedabad, it has been consistently observed how Vijay and Anjali Rupani has been promoting Rajkot at the cost of merit. It is believed that CM Rupani promoted and given shelter to his Rajkot coterie of officers. But in the recent past, a few officers were either removed or replaced without taking the CM or CMO into confidence. Similarly, a small bureaucratic rejig effected on May 17 evening too exhibited the same phenomena i.e. shunting out of the officer allegedly having a strong Rajkot connection.

The Gujarat government on May 17 has finally formalized its own decision which it took in the first week of this month only. Vijay Nehra (IAS:2001:GJ), who was relieved of his duties as Commissioner, Ahmedabad Municipal Corporation on May 05, 2020, has finally been transferred to the post of Commissioner of Rural Development and Secretary, Panchayats, Rural Housing and Rural Development Department relieving Manoj Aggarwal of the additional charge of the post.

 

Mukesh Kumar (IAS:1996:GJ), holding the additional charge of Municipal Commissioner of Ahmedabad Municipal Corporation, was regularised as a new AMC Commissioner replacing Vijay Nehra (IAS:2001:GJ).

 

Further, Avantika Singh Aulakh (IAS:2003:GJ) on her return from long term training abroad, has been appointed as Vice Chairman and CEO of Gujarat Maritime Board vice Mukesh Kumar.

Gujarat’s Principal Secretary, Health and Family Welfare Department, Ms Jayanti Srinivasan Ravi (IAS:1991:GJ) has become the face of the state government during this Covid-19 epidemic because she briefs the media twice a day on the daily updates of the pandemic. However, if insiders in the administration are to be believed, Jayanti Ravi’s powers have been curtailed substantially.

The government has silently roped in other senior officials like Pankaj Kumar (IAS:1986:GJ), P K Parmar (IAS:1985:GJ), Rajiv Kumar Gupta (IAS:1986:GJ), Mukesh Puri (IAS:1988:GJ) Vinod R Rao (IAS:2000:GJ), Arun Kumar Solanki (IAS:1990:GJ), Mukesh Puri and others entrusting them different tasks to cut her to size. Reportedly, PS, Health has been just reduced to brief media twice a day and prepare press releases with updates on cases, deaths, testings, discharge etc.

PMO and Ministry of Home Affairs (MHA) were alarmed when Gujarat hit headlines for surging cases of Coronavirus infection, higher death toll and slow recovery rate, and lack of adequate medical and public health infrastructure. According to top sources in Gandhinagar, PMO and MHA has expressed their concerns about the way Ahmedabad’s civil hospital was in the news for wrong reasons.

It is also learned that the CMO has briefed PMO and Home Minister Amit Shah about how the State Health Minister Nitin Patel has remained indecisive in important matters of the health department and has not allowed recruitment and runs the department as his person fiefdom, not allowing any say in its matters from anyone including the CM!

Rajkot Bonanza: Media houses get something for doing nothing?

In a very intriguing manner cheques of Rs 50 thousand each have been issued to eight media houses by Rajkot collector without publishing any advertisement causing an embarrassment to the state government. However the district administration brush the matter aside by saying consider the money as affection for good Republic Day coverage.

Apparently the administration did not check if the advertisement was published or not but issued the cheque but when media houses approached the administration for the same, the answer of the district administration was astonishing. However, the commissioner is taking about inquiring about the matter as he was unaware of the development. Another officer was of the view that if any media house has any issue raise any previous bill against it, the administration would adjust.

A section of bureaucracy is calling it a blatant example of bribery to the media houses as the collector is sticking the ground saying that everything has been done following rules and regulations. The most unfortunate part of it is that everyone is speaking different voices.
