The Andhra Pradesh Chief Minister Jagan Reddy on Wednesday revised the distribution of subjects among the top three officers in his Office (CMO). While having a glance at the allocation Praveen Prakash emerges as the most powerful bureaucrat in the state.

Principal Secretary to CM Praveen Prakash (IAS:1994:AP) has been allocated with all key subjects except Industry, Mines etc. Prakash (popularly known among peers as PP) will look after the subjects namely; General Administration Department, Home, Revenue, Finance & Planning (except the subject of Expenditure), Law & Legislative Affairs, CMO’s  Establishment & Residual Subjects, Exclusive node in CMO to deal with the entire spectrum of Centre-State relations. Prakash’s work also includes all issues arising out of State Re-organization Act; CMO’s correspondence with Centre including PMO; projects, programs, financial/non-financial issues of State Government with Senior Government of India officials in the rank of Secretary, Additional Secretary and Joint Secretary; MIS of CMO.

Secretary to the Chief Minister Solomon Arokia Raj (IAS:2000:AP),  will look after the subjects namely; Transport, Roads & Buildings, APSRTC, Housing, Food & Civil Supplies, Consumer Affairs, Panchayat Raj & Rural Development, SERP, Education (School, Inter, Higher & Technical), All Welfare Departments, Industries & Commerce, Infrastructure & Investment, Information Technology, Electronics & Communication, Mines & Geology, Labour & Employment and Skill Development

Additional Secretary to Chief Minister K Dhananjaya Reddy (IAS:2006:AP) has been allocated subjects namely; Water Resources, Environment, Forests, Science & Technology, Municipal Administration, Urban Development & CRDA, Agriculture & allied subjects, Health, Medical & Family Welfare Dept, Energy, Tourism, Culture, Youth Advancement & Sports, Marketing & Cooperation, Finance (Subject related to Expenditure).

The Andhra Pradesh Government on Monday effected a mid-size bureaucratic rejig.

Praveen Prakash (IAS:1994:AP) was made Principal Secretary to Chief Minister with full additional charge of Principal Secretary, General Administration Department (GAD) vice R P Sisodia who was made Principal Secretary, Tribal Department. Presently, Praveen Prakash is Resident Commissioner, Govt of AP in New Delhi. Prior to this Sisodia worked as Principal Secretary to Govt (Political), General Administration Department (GAD).

 

Md Illyas (IFS:1986:AP), Vice Chairman & Managing Director, AP Forest Development Corporation, was given the full additional charge of Principal Chief Conservator of Forests.

 

Dr Vinod Kumar Vats (IAS:2015:AP) was made Sub-collector, Vijaywada. Earlier he was Project Officer, ITDA, Parvathipuram.

Jagan Reddy’s ‘Team CMO’

While interacting with Indianmandarins in New Delhi on Tuesday, a young leader, among few closest to Andhra Pradesh Chief Minister Y S R Jagan Mohan Reddy, clarified that, contrary to the ongoing rumors of few more additions in Jagans ‘Team CMO’  the team is already made and raring to go. He also ruled out rumors that the CM may draft few more officials in his team CMO in the near future.


Jagan’s Team CMO is made up of the following officials:

 

Ajeya Babu Kallam (Retd IAS:1983:AP): Principal Advisor to CM

  • He is said to be the head of the CMO.
  • Chandrababu Naidu had made him CS in the last week of February 2017 – merely 30 days ahead of his retirement scheduled on 31 March 2017.
  • Ahead of AP Assembly elections, Kallam was in the limelight for his political ambitions of taking a plunge in politics.

 

Dr P V Ramesh (IAS:1985:AP): Special Chief Secretary to the CM

  • Ramesh is still considered in the good books of NaMo administration.
  • Previously, he served at the Centre as CMD of Rural Electrification Corporation.


Solomon Arokia Raj (IAS:2000: AP): Secretary to the CM

  • An officer who sometimes takes stand. As Secretary, Dept of Industries, he had in February 2017 refused to sign all 91 MoUs during the much trumpeted CII Partnership summit in Vishakhapattanam.

K Dhanajaya Reddy (IAS:2006: AP): Additional Secretary to the CM

  • Prior to this, Reddy served as MD, AP Tourism Development Corporation.
  • After Jagan Reddy’s win, he was the first to be appointed by the AP Govt on May 26, 2019, in the Chief Minister’s office. The rest of the appointments were made after Jagan Mohan Reddy’s oath as CM.

 

J Murali (IAS:2006:AP): Additional Secretary to the CM

  • Earlier, he was Special Commissioner, Cooperation & Registrar, Cooperative Societies.
  • He had also served as Joint Collector & Additional DM Krishna district; Commissioner, Rajahmundry Municipal Corporation and Special Officer, Godavari Pushkarams.
  • He was also the OSD to then CM Chandrababu Naidu.

 

Krishna Duvvuri- Special Secretary to the CM

  • He was YSR Congress Party’s PAC Member who was always vocal against Chandrababu Naidu’s programs and financial management.

 

Dr. Mukthapuram Hari Krishna- Special Officer to the CM

  • Krishna had undertaken padayatra along with Jagan Mohan Reddy

 

GVD Krishna Mohan- Advisor (Communications) to the State Govt

  • Krishna Mohan, a journalist by profession, is considered the brain behind YSRC’s voice ever since the party's inception.
  • He started his career in Eenadu TV and later on moved to Sakshi TV and became an integral part of Jagan’s family in difficult times.

 

Avinash- Executive Assistant in the CMO

  • He had extended whole-hearted services to IT wing of Jagan Reddy.

Jagan makes retired IAS officer head of his ‘Navratnalu’ scheme

Retired Andhra IAS officer M Samuel, who is already serving as an advisor to Chief Minister Jagan Mohan Reddy, has been given the additional and all-important assignment to oversee the implementation of Navaratnalu scheme as vice-chairman.  He will hold a Cabinet rank.

 

Navaratnalu is made up of nine welfare schemes announced by Reddy during the election campaigning. These include fee reimbursement, YSR Raithu Bharosa, Aarogya Sri among others.

 

The appointment of a top bureaucrat, instead of a politician, suggests that Jagan trusts Samuel better qualified to do the needful.

 

Being in the Chief Minister's Office, Samuel will coordinate with all the departments to ensure that promises made as part of Navaratnalu are implemented as planned.
